About this file
This is an Equipment Specifications attachment document for a state and local contract opportunity issued by the City and County of San Francisco Office of Contract Administration (OCA) on behalf of the San Francisco Recreation and Parks Department. The solicitation seeks qualified suppliers to submit bids for a Heavy-duty Turf Utility Vehicle (UTV). A pre-bid meeting is scheduled for July 22, 2026, at 9:00 A.M. via Microsoft Teams, with participation strongly recommended for specification review and clarification. This is a full and open competition bid opportunity, and vendors are encouraged to alert the bid administrator if they identify any specifications perceived as barriers to competition for comparable alternate models, designs, or technologies. Baseline specifications may resemble specific models but are listed for comparison purposes only, and alternate solutions can be proposed by bidders.
The specific technical requirements and detailed equipment specifications for the Heavy-duty Turf Utility Vehicle are contained within this attachment document. Pricing terms, set-asides, funding sources, and other contract particulars would be detailed in the primary Invitation for Bids document and related solicitation materials. Bidders should review all solicitation documents comprehensively to understand complete requirements, evaluation criteria, and submission procedures for this procurement opportunity.

EQUIPMENT SPECIFICATION FOR A
HEAVY-DUTY TURF UTILITY VEHICLE (UTV)
REVISION DATE: 06/04/2026
SECTION 1 - GENERAL EQUIPMENT SPECIFICATIONS: 1
SPECIFICATION OUTLINE: 3
The following specifications for a Heavy-Duty Turf Utility Vehicle (UTV) is divided into two 4 complete sections. The first section outlines the overall specification requirement. The second 5 details the chassis portion of the UTV. The UTV shall be delivered complete with all equipment 6 and accessories necessary for safe and efficient operation, ready for immediate job site 7 operation within the City and County of San Francisco. The UTV shall comply with the 8 manufacturer’s current model utility cart, with additions and deletions as contained herein. 9
INTENDED USE: 11
The unit proposed by bidders shall be configured to meet or exceed the following intended usage 12 of said unit. The unit described in specifications is intended to transport workers and equipment 13 on the grounds owned and operated by the San Francisco Recreation and Parks Department 14 (SFRPD). It is the responsibility of the bidder to review and scrutinize all aspects of the 15 configuration of this unit including, but not limited to, engine size, transmission, axle weight 16 rating, gear ratio, frame size, and suspension types being specified in this document. If 17 necessary, the bidder shall recommend adjustments to the written specification so that the unit’s 18 subsystems are adequate enough for this chassis to operate on a daily basis, fully loaded with 19 all components, fuel and standard unmounted necessary tools needed for the unit’s daily tasks. 20 This shall be accomplished without increasing maintenance costs, stressing the frame, or adding 21 any unnecessary and/or abnormal wear to any other components of the unit, off or on-road 22 throughout the City of San Francisco. It is the responsibility of the successful bidder to ensure 23 this unit will comply or exceed compliance to all on-road and off-road safety and emissions 24 standards set forth by the City of San Francisco, State of California, and the Federal 25 Government. 26
MANUFACTURING, MATERIAL AND DESIGN PRACTICES: 28
It is intended that the manufacturer, in the selection of components, will use material and design 29 practices that are the best available in the industry for the type of operating conditions to which 30 the unit(s) will be subjected. All parts, equipment and accessories shall conform in strength, 31 quality of material and workmanship to recognized industry standards. 32
HEAVY DUTY TERMINOLOGY DEFINED: 34
The term “heavy duty” as used in these specifications shall mean that the item to which the term 35 is applied shall exceed the usual quantity, quality or capacity supplied with standard production 36 unit(s) and it shall be able to withstand unusual strain, exposure, temperature, wear, and use. 37
ALTERNATES: 39
Potential variances of a specific manufacturer may require variances in the design to some 40 degree. Therefore, bidders shall clearly and completely outline all areas needing such 41 modifications. When the name of a manufacturer, brand or make, with or without model number, 42 is used in describing any item in this specification, bids for similar articles will be considered 43

EQUIPMENT SPECIFICATION FOR A
unless otherwise stated. Bidders may also propose items of equivalent features or 44 manufacturer’s updated part or part number. Purchasing shall be the sole judge as to whether 45 such alternate articles are acceptable. Unless bidder states to the contrary, articles offered will 46 be assumed to be the specific article named in this specification. If not offering the specific article 47 named, bidder should enclose full information, specifications and descriptive data on items 48 offered with its bid. Purchasing reserves, the right to permit deviations from the specifications if 49 any article offered is substantially in accord with Purchasing’s specifications and is deemed by 50 Purchasing to be of as good quality and as fully satisfactory for its intended use. Bidder is 51 responsible for identifying any deviations from Purchasing’s specifications. Bidders should not 52 assume an alternate offered is an approved equal. The City will evaluate the alternate and inform 53 the bidder if the alternate is acceptable. Purchasing must approve all alternates. 54
GENERALITIES: 56
To allow for manufacturers’ specific designs, and ensure a level of competitiveness, we have 57 left certain areas of our specifications general by design. In such cases, the items being referred 58 to may be general but adherence to the requested end product and/or result must be met. This 59 is especially important in areas where critical dimensions, capacities, grades of steel, etc. are 60 specified. In the cases where the word “SHALL” is used, no substitution will be allowed. 61
IMPORTANT: PRE-BID CONFERENCE: 63
Because of variances in the UTV chassis that may be bid, it may be necessary to vary the unit’s 64 dimensions and design to some degree. 65 A Pre-Bid Conference will be held as follows: 67
