About this opportunity
The State of Colorado Department of Military and Veterans Affairs is requesting bids for roof replacement at Building 960, Buckley Space Force Base under IFB CRWU 26-2007, with bids due September 9, 2026 at 10:00 AM and a mandatory pre-bid conference and site tour on September 1, 2026 at 10:00 AM at Building B830. Colorado labor must perform at least 80 percent of the work, and a preference is given to Colorado resident bidders.
The scope encompasses removal and replacement of the existing EPDM roofing system on three deck areas; installation of new adhered 90 mil EPDM roofs with insulation on two lower decks; and installation of a new insulated standing seam pre-finished sheet metal roofing system on the upper roof. Work includes new gutters, downspouts, sheet metal flashings, and safety tie-back anchors attached to steel roof framing. All new roofing materials carry a manufacturer's twenty-year leak-free warranty.
The estimated project cost is $500,000. Construction is anticipated to run from October 1, 2026 through December 30, 2026. The contract is subject to the Buy Clean Colorado Act requirements for eligible materials. Payment and performance bonds of not less than 50 percent of the contract value and a bid bond of not less than 5 percent of the total bid are required. A Notice of Final Settlement will be advertised upon contract award due to the project value exceeding $150,000.
Minimum qualifications include two years of operation under the same business name, demonstrated experience on at least two similar projects exceeding $500,000 in hard costs, bonding capacity up to $500,000, mandatory pre-bid conference attendance, and no prior termination by the State for non-performance. Liquidated damages apply for failure to meet contract completion deadlines. The contractor must comply with Colorado prevailing wage requirements for all labor.
