About this opportunity

The Colorado Department of Military and Veterans Affairs (DMVA) is requesting qualifications for architectural-engineering-consulting services to update the Colorado Army National Guard Real Property Development Plan covering 35 statewide sites, with qualifications due July 31, 2026 at 11:00 a.m. and a mandatory pre-submittal conference on July 14, 2026. Colorado labor must comprise at least 80 percent of compensation per C.R.S. 8-17-101. The Buy Clean Colorado Act applies, requiring Environmental Product Declarations meeting maximum acceptable global warming potential limits for specified materials.

The scope spans Real Property Database Validation, Space Utilization and Mission Gap Analysis, Stakeholder Charrettes and Area Development Planning, Infrastructure and NEPA Planning with Commissioning Integration, Capital Investment Strategy and fifty-year phasing, and Finalization and Approval across 35 COARNG locations containing over 95 structures. Deliverables include executive summary, vision plan, site development plans for all locations, primary facility analysis, development program, capital investment strategy, and comprehensive Real Property Master Plan with appendices. The DMVA will provide Environmental Baseline Surveys and NEPA documentation for most sites.

Minimum requirements include no prior termination by the State for non-performance, operation under the same name for at least two years, and design experience on at least two similar-scope projects within the past five years using Colorado office staff. Firms must demonstrate energy modeling capability and commissioning experience. Federal and non-federal projects equally satisfy past performance demonstration, provided firms show expertise with Unified Facilities Criteria and National Guard Publications. Enclaves at Buckley Space Force Base, Peterson Space Force Base, Fort Carson, and the Air Force Academy must adhere to Installation Planning Standards; other DMVA sites have architectural flexibility. Multiple concurrent projects may be awarded to a single entity if capacity is demonstrated.

The estimated contract value is $600,000. Evaluation weighs project team qualifications (19 points), firm/team capabilities including energy modeling (15 points), prior commissioning experience (13 points), project approach and value engineering (19 points), equity and diversity initiatives particularly Service-Disabled Veteran-Owned Small Business partnerships (assessed), and work location proximity (10 points). Three to four firms will be interviewed during the week of August 11, 2026, with selection announced August 18, 2026. Contract negotiation begins September 1, 2026; design services commence October 1, 2026 through September 30, 2028.
