About this opportunity

The Colorado Department of Military and Veterans Affairs is soliciting bids for design, permitting, and installation of a 60 kW / 120 kWh battery energy storage system (BESS) at the Colorado Army National Guard Windsor Readiness Center in Windsor, Colorado, under IFB 2027-0019, with bids due September 10, 2026 at 10:00 AM and a mandatory pre-bid conference and site tour on August 27, 2026 at 9:00 AM.

Colorado labor must perform at least 80% of the work, and preference is given to Colorado resident bidders. Bidders must demonstrate no prior termination by the State for non-performance, operation under the same business name for two years, experience on at least two similar projects exceeding $200,000 in hard costs using Colorado office resources, and bonding capability up to $200,000 with surety letter confirmation. Attendance at the mandatory pre-bid conference is required.

The scope includes construction of a concrete pad sized for future expansion up to four batteries with 10-foot minimum spacing per NFPA 855 standards; underground utility trenching or boring for electrical conduits between the pad and the existing Mechanical/Electrical room; procurement of one Sol-Ark L3-HVR-60 battery and one 60k-3P-480V inverter to be paired with an existing battery to achieve 120 kWh capacity; and full installation and wiring of batteries and inverter to the main distribution panel. The Sol-Ark inverter features transformerless design, 15-millisecond backup transfer time, and integrated four-channel MPPT charge controllers; the L3 battery system uses lithium iron phosphate chemistry with 94 percent round-trip efficiency. Both systems carry ten-year warranties and UL 1741, UL 1973, and UL 9540 certifications.

The estimated project cost is $175,000. Construction is anticipated to begin in October 2026 and conclude in April 2027. A bid bond or proposal guaranty of not less than 5% of the total bid is required. The awarded contractor must provide payment and performance bonds of not less than 50% of the contract value, with bond costs included in the bid. Clarification requests are due by September 1, 2026 at 3:00 PM to Sally Hutcheson-Tipton at Sally.Hutcheson-Tipton@dmva.state.co.us or 720-250-1544.
