About this opportunity
Alabama Public Television is requesting proposals for a statewide Emergency Alert System modernization project under a nonprofessional RFP, with proposals due September 14, 2026 at 5:00 PM CT and questions due September 4, 2026.
The scope encompasses design, furnishing, installation, and support of a modern EAS solution across ten television transmitter sites with integration capability for one external alerting source. The system must serve as a Primary Entry Point and State Primary station within the national EAS architecture, with emphasis on geographic targeting, infrastructure redundancy, and rapid deployment across APT's four broadcast streams (APT Main, PBS Kids, Create, and World). Suppliers must deliver a fully functioning turnkey system including itemized hardware, all necessary software, as-built documentation with integration drawings, and detailed line-item cost proposals. The system must comply with FCC Part 11 EAS requirements, IPAWS compatibility, Common Alerting Protocol v1.2 standards, and Alabama Emergency Management Agency guidelines. Vendors must demonstrate at least five years of experience in broadcast infrastructure systems, integration, commissioning, and the ability to provide EAS encoders and decoders.
The initial contract term is one year with four renewal options. Project completion is required within approximately 90 days from Notice to Award. First-year pricing must cover all costs through installation completion plus ongoing support and maintenance for the remainder of the year; subsequent years are priced on support, maintenance, and optional service agreements.
Evaluation criteria are emergency override and geotargeting capability (30 points), technical compliance (20 points), supplier experience and qualifications (15 points), system reliability and disaster recovery (15 points), implementation approach and schedule (10 points), and cost proposal (10 points). Proposals must be mailed or hand-delivered in a sealed envelope to Alabama Public Television, Attn: Daniel Black, 2112 11th Ave. S, Suite 400, Birmingham, AL 35205, with one electronic copy on a USB drive. An Intent to Award will be issued with a five-calendar-day protest period before final award.
