About this file
This file contains a Questions and Answers (Q&A) document related to an Alabama Public Television (APT) Nonprofessional Request for Proposals (RFP) for a Statewide Emergency Alert System (EAS) Modernization Project. The Q&A document addresses a vendor inquiry regarding Digital Alert's Multistation-5 license feature for DASDEC III units, which would allow configuration of specific alert behaviors across up to five different channels. The inquiry specifically questioned whether APT desired this capability to selectively run weather-related EAS alerts on certain channels while excluding them from others, given that APT operates weather cut-ins with crawls across the bottom of the screen on their main channels. The response clarifies that this Multistation-5 feature is not required for the project, and APT confirmed that weather cut-ins will be implemented across all four broadcast streams: APT Main, PBS Kids, Create, and World channels.
Proposals for this modernization project must be submitted by September 14, 2026, at 5:00 PM Central Time, with a question submission deadline of September 4, 2026, at 5:00 PM Central Time. All proposals must be mailed or hand-delivered in a sealed envelope or box to Alabama Public Television, Attn: Daniel Black, 2112 11th Ave. S, Suite 400, Birmingham, AL 35205, and must include one electronic copy on a USB drive. Contractors bear sole responsibility for ensuring timely receipt of submissions. No additional pricing terms, set asides, funding sources, or contract duration information is provided in this Q&A document.

1. Digital Alert offers a Multistation-5 license for the DASDEC III units. This allows you to configure specific behavior on up to five different channels. An example, some stations will not run weather related EAS alerts on their main channel because they do weather cut ins with crawls across the bottom of the screen. Having an EAS event would just interrupt that and quite often. But on their sub channels, where they don’t have weather cut ins, they run all alerts as EAS.
Is this something you’d like to have as an option?
A: This feature is not required for this project. Also, we will have weather cut-ins across all four streams (APT Main, PBS Kids, Create, and World- channels)
