About this opportunity

Texas Woman's University is requesting proposals for fire sprinkler system inspection, testing, maintenance, and repair services across its Denton, Dallas, and Houston campuses under RFP-731-26-009-SR, with proposals due July 14, 2026 at 2:00 p.m. CT and a pre-proposal meeting scheduled for June 26, 2026 at 9:30 a.m. CT at the Denton campus.

The scope covers quarterly and annual inspections, testing, and maintenance of water-based and dry fire protection systems in accordance with NFPA standards and Texas State Fire Marshal's Office requirements. Services include fire pump assembly inspection and testing, backflow prevention assembly annual testing, fire hydrant inspection and maintenance on the Denton campus (14 hydrants), and 3-year dry system full flow trip tests and 5-year internal inspections. The facilities inventory spans 52 buildings totaling approximately 2.88 million square feet, including 200 standpipe systems, 15 wet pipe systems, 3 dry pipe systems, 13 pre-action systems, and 20 fire pumps. The IHS Houston facility may be bid separately due to geographic distance from other TWU campuses.

Evaluation allocates 35 points to pricing, 30 points to relevant experience in higher education or similar projects, 20 points to service methodology, 10 points to submission quality and organization, and 5 points to references. No HUB subcontracting plan is required. Contractors must maintain insurance per TWU's Third Party Insurance Standards, obtain criminal background clearances for personnel with student contact, and comply with Executive Order GA-48 regarding foreign adversaries.

The contract term is one year from the last signature date with options for up to three additional one-year renewal terms upon mutual written agreement with sixty days' notice prior to expiration. Pricing shall be subject to adjustment 60 days prior to each contract anniversary date, based on 80% of field labor costs and 20% material costs indexed to the U.S. Department of Commerce Producer Price Index for Metals and Metal Products. Written questions are due July 1, 2026, with responses by July 8, 2026. Proposal evaluation occurs July 24, 2026, with award recommendation on July 31, 2026. TWU reserves the right to award to one or more proposers, with each campus location independently selecting the proposer providing best value.
