About this file
This addendum updates Attachment A of RFP-731-26-009-SR issued by Texas Woman's University's Procurement and Contract Services office in Denton, Texas. The addendum modifies the square footage and building numbers in the spreadsheet while maintaining all other terms of the original bid request for fire sprinkler system maintenance services. The RFP seeks proposals for quarterly and annual inspections, testing, maintenance, and repair of water-based and dry fire protection systems across TWU's Denton, Dallas, and Houston campuses in compliance with NFPA standards and Texas State Fire Marshal requirements. Services encompass fire pump assembly inspection and testing, backflow prevention assembly annual testing, fire hydrant inspection and maintenance, and 3-year dry system full flow trip tests with 5-year internal inspections. The facilities inventory spans 52 buildings totaling approximately 2.88 million square feet, including 200 standpipe systems, 15 wet pipe systems, 3 dry pipe systems, 13 pre-action systems, and 20 fire pumps. The pre-proposal meeting was scheduled for June 26, 2026 at 9:30 a.m. CT at the Denton campus, with proposals due July 14, 2026 at 2:00 p.m. CT. Proposal evaluation was scheduled for July 24, 2026, with award recommendation on July 31, 2026. The contract term is one year from the last signature date with options for up to three additional one-year renewal terms upon mutual written agreement with sixty days' notice prior to expiration.
Evaluation allocates 35 points to pricing, 30 points to relevant experience in higher education or similar projects, 20 points to service methodology, 10 points to submission quality and organization, and 5 points to references. Pricing shall be subject to adjustment 60 days prior to each contract anniversary date, based on 80% of field labor costs and 20% material costs indexed to the U.S. Department of Commerce Producer Price Index for Metals and Metal Products. Contractors must maintain insurance per TWU's Third Party Insurance Standards, obtain criminal background clearances for personnel with student contact, and comply with Executive Order GA-48 regarding foreign adversaries. No HUB subcontracting plan is required. The IHS Houston facility may be bid separately due to geographic distance from other TWU campuses. TWU reserves the right to award to one or more proposers, with each campus location independently selecting the proposer providing best value.
