About this opportunity
The City of Apopka is requesting proposals for concession operations and associated services at the Northwest Recreation Complex, a 270-acre facility hosting over 75 athletic tournaments and events annually, with proposals due August 27, 2026 at 3:00 p.m. via the City's e-Procurement Portal.
Vendors must operate four on-site concession stands providing food and beverage services with menu offerings including hot dogs, hamburgers, pizza, beverages, snacks, and frozen treats at reasonably priced, family-friendly price points. Awardees supply and manage staff, customer service, equipment, maintain food safety compliance, and keep facilities clean. The City provides event schedules, facility access, electricity, and water.
Minimum qualifications require three years of business operation (five years preferred), documented experience operating similar concession or food service operations within the past five years, three professional references from similar clients, valid Florida business licensing, and proof of insurance including Workers Compensation statutory limits, General Liability of $1 million per occurrence, and Business Automobile Liability of $1 million combined single limit.
Vendors propose one of three financial structures: a flat monthly fee (minimum $4,000), a base monthly fee plus revenue share, or revenue share only (minimum $4,000 monthly). Fees are due on the first of each month. Revenue-share proposals must include Point of Sale reports documenting sales. The City reserves the right to audit concession records and adjust rental fees with 30–60 days' written notice before anniversary dates.
The initial contract term is one year from award, with four optional one-year renewal periods at the City's sole discretion. Either party may terminate with 30 days' written notice; the City may also terminate for material breach after a five-day cure period.
Evaluation criteria are RFP packet completeness (20 points), proposer experience (25 points), ability to meet scope of services (25 points), financial proposal quality (20 points), and added value to the City (10 points). A non-mandatory pre-proposal meeting is scheduled for July 31, 2026 at 1:00 p.m. Written inquiries are due August 7, 2026 at 11:59 p.m. The evaluation committee meets tentatively on September 3, 2026, with City Council approval anticipated September 16, 2026.
