Required services include menu development featuring reasonably priced family-friendly items (hot dogs, hamburgers, pizza, beverages, snacks, and frozen treats), staff management and customer service, equipment provision, food safety compliance, and facility cleanliness. The City will provide event schedules, facility access, and available utilities including electricity and water. The RFP was released on July 26, 2026, with a pre-proposal meeting scheduled for July 31, 2026, at 1:00 p.m. (non-mandatory). Vendors must submit written inquiries by August 7, 2026, at 11:59 p.m., and complete proposals must be submitted electronically via the City's e-Procurement Portal by August 27, 2026, at 3:00 p.m. The tentative evaluation committee meeting is scheduled for September 3, 2026, with City Council approval anticipated on September 16, 2026. Vendors must propose one of three financial structures: a flat monthly fee (minimum $4,000), a base monthly fee plus revenue share, or revenue share only (minimum $4,000 monthly). Payment terms require fees on the first of each month, with revenue share proposals requiring Point of Sale reports documenting sales. Rental fees remain firm during the initial contract term; the City may adjust rent with 30-60 days' written notice before anniversary dates. Proposers must meet minimum qualifications including three years of business operation (five years preferred), documented experience operating similar concession or food service operations within the past five years, three professional references from similar clients, valid Florida business licensing, and proof of insurance meeting specified coverage requirements (Workers Compensation statutory limits, General Liability of $1,000,000 per occurrence, and Business Automobile Liability of $1,000,000 combined single limit).
