About this opportunity
The City of Apopka is requesting proposals for concession operations and associated services at the Northwest Recreation Complex, with proposals due August 27, 2026 at 3:00 p.m., and a non-mandatory pre-proposal meeting on July 31, 2026 at 1:00 p.m.
Proposers must be licensed to do business in Florida and demonstrate three or more years of business establishment (five years preferred) with demonstrated experience operating similar concession or food service operations within the past five years. Three professional references from comparable clients are required. All required Florida food service licenses, business tax receipts, health department approvals, and insurance coverage — including workers' compensation (statutory), general liability ($1 million each occurrence), and business automobile liability ($1 million combined single limit) — must be obtained and maintained.
The scope encompasses comprehensive food and beverage concession services across four on-site concession stands serving over 75 annual athletic tournaments and events at facilities including multipurpose fields, baseball and softball fields, a Little League field, a Pop Warner football field, an amphitheater, and volleyball, tennis, and basketball courts. Services include menu development, staffing, equipment provision, and facility maintenance.
The initial contract term is one year with the option to renew for four additional one-year terms at the City's sole discretion. The minimum monthly fee paid to the City is $4,000; financial proposals may be structured as a flat monthly fee, a base monthly fee plus revenue share, or revenue share only. The City makes no guarantee of concession sales.
Evaluation criteria are weighted as follows: completeness of RFP packet (20 points), proposer experience (25 points), ability to meet RFP scope of services (25 points), yearly financial proposal (20 points), and added value to the City (10 points). Questions are due August 7, 2026 at 11:59 p.m. An evaluation committee meeting is tentatively scheduled for September 3, 2026, with City Council approval anticipated for September 16, 2026. The City reserves the right to reject any or all proposals, award to multiple vendors, or terminate the agreement with 30 days' written notice or immediately upon material breach with a five-day cure period.
Opportunity text
The City of Apopka is seeking proposals from qualified vendors to provide concession services at the Northwest Recreation Complex. There is no guarantee of concession sales as a result of this solicitation either expressed or implied. The initial term is for one (1) year, with the option to renew for four (4) additional one-year terms. Although cost will be a major consideration in evaluating proposals, it will not be the only consideration. Proposals will be ranked using the Proposers experience; ability to provide specified services; proposed fee structure paid to the City and the completion of the RFQ (as described in the Evaluation Methods Section of this document).
