About this opportunity

The City of Irvine, California is requesting bids on crushing operations to process an existing stockpile of Portland cement concrete and asphalt concrete into crushed miscellaneous base material under Invitation #GP-26-0018, with bids due September 23, 2026 at 10:00 a.m. (PDT) and a mandatory onsite pre-bid meeting on August 31 at 5:03 p.m. at Artist Studio, 280 Corsair, Irvine, California — attendance is required or bids will be declared non-responsive.

The scope covers crushing pre-sized 2×2×2 inch Portland cement concrete and asphalt concrete cubes and removing reinforced steel rebars protruding from the material per the 2024 Standard Specifications for Public Works Construction (Greenbook), Section 200-2.4. The stockpile derives from an active demolition project in the project area. Concurrent construction projects in the vicinity may retrieve crushed base during the crushing operation. The award will be made on a lump-sum basis to a single contractor holding a CLASS A license.

The estimated project start is November 2026 with a 120 working day duration. The contract is subject to the Community Workforce Agreement between the City and the Los Angeles/Orange County Building and Construction Trades Council, requiring a signed Letter of Assent and Core Employees List from non-signatory contractors. The City of Irvine's Minimum Wage Ordinance applies to contractors with estimated contract values of $200,000 or more in any consecutive twelve-month period, requiring payment of the State Minimum Wage plus $3.50 per hour to covered employees, with a signed Declaration of Compliance required. Bid bonds of 10 percent and payment and performance bonds of 100 percent are required. Liquidated damages are set at $1,200 per calendar day. The online Q&A period closes September 10 at 4:00 p.m. (PDT). Offers remain valid for 90 days from submission. Contact Stacey Chou at schou@cityofirvine.org for questions.

An active demolition project within the project area has been removing existing Portland cement concrete, asphalt concrete, and cement treated base (CTB) and processing the material into approximately sized 2x2x2 cubes and removing and disposing of reinforced steel rebars that protrude outside of the cube. Such material has been placed into a stockpile roughly as depicted on the project plans that is to be crushed with this contract, and other items not mentioned here, but are required by the Special Provisions. Additionally, current construction projects in the vicinity may retrieve crushed base from this project while this crushing operation is ongoing.
