About this opportunity
The Kansas Department of Agriculture, through the State of Kansas Department of Administration Office of Procurement and Contracts, is issuing an Invitation for Bid (IFB) to procure a portable, non-intrusive ultrasonic flow meter system. The equipment must measure pipe flow ranging from 0 to 2,500 gallons per minute across various pipe materials including steel, copper, PVC, aluminum, and ductile iron, with capability to accommodate pipe sizes from 0.5 to 24 inches in standard configuration and optional capability up to 300 inches. The system must include a pipe clamping fixture with transducers, a rechargeable lithium-ion battery with minimum 12-hour continuous operation, a hand-held pipe wall thickness gauge, and comprehensive software for installation and diagnostics. The equipment must operate in temperatures ranging from 32 to 110 degrees Fahrenheit and achieve NIST-certified accuracy of 1% on pipes 2 inches and greater and 2% on smaller pipes. Bidders must submit responses by May 12, 2026, at 2:00 PM CST via email to Procurement@ks.gov or hand delivery, with written questions due to Procurement Officer Bridget Martinez by May 1, 2026. Bidders must provide three references from the past three years and submit certifications regarding immigration reform compliance, sexual harassment policy acknowledgment, Israel boycott certification, telecommunications equipment restrictions, and a current Kansas Department of Revenue Tax Clearance Certificate. The contract period runs from award date through June 30, 2031, with no renewal options, and pricing shall remain firm throughout the contract period with delivery on an F.O.B. destination, prepaid basis.
Bidders may claim applicable preferences including Disabled Veteran Owned Business, Certified Business, or State Use Purchases categories with appropriate supporting documentation. The state reserves the right to award by line item, group total, or total lot as in its best interest, and the contract is an indefinite quantity agreement with no guaranteed volume, meaning there is no specified award value or budget range disclosed in the solicitation documents. Bidders must submit individual pricing for each year (Years 1-5) covering equipment cost, phone/email technical support, and on-site technical service rates per hour, with bids restricted to U.S. Dollars only. The state will consider pricing available to political subdivisions and accepts payment via Procurement Card with no additional charges, while requiring acceptance of payment through electronic funds transfer upon award. All bid responses become the property of the State of Kansas and are subject to disclosure under the Kansas Open Records Act upon conclusion of the selection process. The required delivery date for the equipment is May 17, 2026, and bidders must be officially invited to participate by requesting an invitation at least 24 hours prior to the closing date and time.
