About this opportunity
The Kansas Department of Health and Environment is requesting proposals for Next-generation Sequencing (NGS) analysis of dried blood spots for Lysosomal Disorders as second-tier newborn screening under RFP EVT0010938, with proposals due October 13, 2026 at 2:00 p.m. CST. Vendors may claim applicable preferences under Kansas's Certified Business or Disabled Veteran Owned Business programs if they meet qualifications and provide supporting documentation.
The scope covers NGS analysis of approximately 250 newborn screening specimens annually across six genetic conditions: Mucopolysaccharidosis (MPS I and MPS II), Pompe disease, Krabbe disease, Metachromatic Leukodystrophy, and Duchenne Muscular Dystrophy. All NGS results must be delivered on official vendor-letterhead reports via email, fax, or online portal within fourteen business days of specimen receipt. The vendor must provide individual pricing per condition screened and bulk pricing at various volume levels, with prices fixed throughout the contract period. Delivery and all shipping, handling, and insurance costs are F.O.B. inside the Kansas Health and Environment Laboratories in Topeka, Kansas. Payment terms are Net 30 days via electronic funds transfer or State Procurement Card without additional charges.
The contract term runs three years from award through December 31, 2029, with an option to renew for two additional twelve-month periods. The actual start date begins upon full execution and Director signature.
Bidders must obtain current Tax Clearance Certificates from the Kansas Department of Revenue, complete mandatory State of Kansas vendor registration, and submit Boycott of Israel, Sexual Harassment, and Immigration Reform and Control certifications along with acceptance of State of Kansas terms and conditions. Questions are due September 17, 2026. Vendors not initially invited must notify the Procurement Officer, Nicole D Mears (nicole.mears@ks.gov), of intent to bid at least 24 hours before closing. A Procurement Negotiation Committee consisting of the Secretary of the Department of Administration, the Director of Purchases, and the Head of the Using Agency will conduct evaluation and reserve the right to negotiate with selected bidders.
