The scope is an alteration to an existing library building adding approximately 2,520 square feet of office and studio space in the southeast area. Work includes demolition of existing elements, installation of new walls with sound attenuation, LED panel walls and ceiling installations, HVAC systems, fire safety systems, electrical systems, fire alarm systems, and sprinkler systems. The project must comply with the 2021 Virginia Construction Code and Virginia Tech Design and Construction Standards Manual (2023). Asbestos-containing materials were identified in the general area and must not be disturbed except where specifically required, with abatement by a licensed contractor. The contractor must coordinate with ongoing library operations, maintain egress paths, and limit dust and dirt migration. All work must be inspected and certified, with existing fire alarms and fire resistance ratings maintained throughout construction.
Bidders must hold an appropriate Virginia contractor license (Class A for contracts $120,000 or more, or Class B for contracts between $10,000 and $120,000), be registered vendors in eVA, and submit a Small Business Procurement Plan identifying proposed small business participation. A Bid Bond on form CO-10.2 equal to 5% of the bid amount is required for bids exceeding $500,000. Performance and Labor and Material Payment Bonds are required upon contract award.
Substantial completion is required within 120 consecutive calendar days from the Notice to Proceed, with final completion within 30 consecutive calendar days thereafter. The optional pre-bid conference is August 25, 2026 at 3:00 p.m. at Sterrett Classroom. Questions are due August 28, 2026 at 2:00 p.m. Public bid opening is scheduled for September 11, 2026 at 2:00 p.m. via Zoom.
