About this opportunity

The City of Meriden is requesting qualifications and proposals from qualified firms to serve as Owner's Project Manager for the comprehensive project management and owner's representative services for the construction of the new Casimir Pulaski Elementary School at 1 King Place, Meriden, Connecticut, with proposals due July 29, 2026, and a mandatory pre-proposal meeting on July 8, 2026.

The OPM will manage planning, design, construction, and closeout across all preconstruction, design, construction, and post-construction phases, including coordination with Connecticut Department of Administrative Services grant requirements. The project entails environmental remediation and demolition of the former Meriden Wallingford Hospital building, followed by construction of a new two-story elementary school with 706 projected enrollment and approximately 97,100 gross square feet. The total project budget is approximately $101.2 million, including $16.3 million for contaminated soil excavation, hazmat removal, and demolition, with design and construction contingencies and escalation costs. The project is anticipated to receive partial funding from a Connecticut school building project priority list grant from CTDAS at a 90% reimbursement rate.

Compensation will be on a lump-sum basis for basic services, with certain subconsultant services and hourly-fee services separately identified and compensated. The OPM will be retained from contract execution through project completion and CTDAS post-completion audit, with construction anticipated to begin in June 2028 and occupancy targeted for January or August 2030.

Proposers must submit separate RFQ and RFP responses, with qualifications excluding fee information and fee proposals submitted only with RFP responses. Required documentation includes firm overview, project team resumes, five references from similar projects completed within the past five years, evidence of CTDAS OGA reimbursement process experience, schedule and budget adherence evidence, and certification of financial stability and adequate insurance coverage. Questions are due July 15, 2026, at 11:00 a.m., with responses posted by July 22, 2026. Interviews of qualified proposers are anticipated for the week of August 17–21, 2026, with contract award expected during the week of August 24, 2026.
