4. 2. PROJECT BACKGROUND, SCHEDULE, AND BUDGET
In 2019 the District undertook a professional study of the physical condition of the existing Casimir Pulaski
Elementary School building and grounds located at 100 Clearview Ave, Meriden, CT 06450, to evaluate the adequacy of the building and grounds for potential expansion to meet the needs of the District. Through that study, it was determined that there is little or no site expansion capacity, and that the existing building interior was in need of significant renovations if to continue being used to for the District’s elementary education programs, such that the Casimir Elementary School should be considered for expansion on a different site in that would accommodate increasing student enrollment, as well as preschool and special educational programs.
After a multi-year project planning process, it was ultimately determined that the City and District would be best served if a new Casimir Elementary School building and grounds are constructed at a new location, the
City and District are proceeding with this Project for the construction of a new Casimir Pulaski Elementary
School building and grounds (the “Elementary School”) at site of the former Meriden Wallingford Hospital at
1 King Place, Meriden, Connecticut.
The design of the Project is presently in the conceptual phase, and the City and District anticipate that the design will be further developed to include a school building and grounds that, as constructed, is a safe, modern, code-compliance educational facility that supports the District’s educational program, and which:
• Creates learning environments designed for current instructional strategies as captured in Meriden’s core mission and goals;
• Benefits from needed technology upgrades;
• Complies with current building and fire codes;
• Incorporates contemporary design for school safety;
• Utilizes modern, efficient heating and cooling systems; and
• Provides accessibility to all by meeting the requirements of the Americans with Disabilities Act.
The Project is anticipated to include environmental cleanup of the site and demolition of the former Meriden
Wallingford hospital building before proceeding to construction of a new two-story Elementary School building and grounds, that will host grades pre-kindergarten through fifth, and the District’s STARS district-wide special education program. The new Elementary School will serve an eight-year peak projected enrollment of 706 https://webprocure.proactiscloud.com/ https://procurement.opengov.com/po1tal/meridenct students, and is anticipated to have an estimated gross building square footage area of up to 97,100 square feet, including an estimated program area of 69,525 square feet for all educational program areas and administrative spaces. The building design for the Project may incorporate sustainable energy strategies, including “net zero” geothermal heating and cooling, rooftop solar, and mechanical and building envelop design, that may be accommodated with the Project’s construction budget.
Other key components of the Project will include:
• Education design with flexible and adaptable learning spaces for that create collaborative elementary learning environment;
• A gymnasium area that serve as a stage area for school assemblies, performances and other events and will be accessible from the gymnasium and main corridors;
• Extensive, varied, ADA-compliant outside play areas for kindergarten, early elementary, and intermediate levels, which accommodate activities with space demands ranging from the minimal individual/partner play to larger areas needed for play team activities.

Accordingly, to enable construction of the Elementary School to achieve substantial completion by November of 2029, it is anticipated that the Architect will provide one-hundred percent (100%) complete Construction
Documents no later than January 1, 2028, after early coordination by the Architect and other Design Team members for local permitting to ensure that local permitting review durations do not impact the foregoing anticipated preconstruction schedule and the necessary completion dates for subsequent bidding and construction thereafter.
Based on the currently desired Project schedule, bidding and on-site construction of the Project (excluding demolition and abatement of the former hospital building) is estimated to be twenty (20) months, including eighteen (18) months for on-site construction activities. Bidding is anticipated to begin in March 2028; the
Guaranteed Maximum Price for entirety of the Project for the agreement between the City and the CMR is anticipated to be determined by the end of April 2028; post-demolition on-site construction for the new
Elementary School starting during May 2028; and Substantial Completion of all construction for the Project achieved by October 31, 2029, before the FF&E and occupancy phase for the Elementary School during
November through December of 2029.

6.2 Selection Process
Evaluation of Submissions in response to this RFQ/RFP will be the responsibility of the City, through the
City’s Purchasing Officer. The selection of a Proposer as the OPM for the Project will be the responsibility of the City and the District. The City may reject any or all proposals for any reason as the
City deems appropriate.
The evaluation and selection process will take place in two stages.
First, the City will review all Submissions in response to the RFQ and, based on those Submissions and the Qualification Criteria described below, the City will identify all proposers which are determined to be responsible qualified proposers (the “Qualified Proposers”).
Second, the City will open and review the Submissions by the Qualified Proposers in response to the
RFP, including each Qualified Proposer’s Fee Proposal and any other accompanying Submission documents. After evaluation of Submissions in response to the RFQ, submissions received by the City in response to the RFP from Proposers who are not identified as a Qualified Proposer, will not be reviewed by the City. The City will evaluate the Submissions in response to the RFP submitted by the Qualified
Proposers, and based on each Qualified Proposer’s RFQ and RFP Submissions, will determine “at least three of the most responsible qualified proposers” (“Most Qualified Proposers”) using the Qualification
Criteria and the Proposal Criteria set forth below in Sections 7 and 8, respectively. In determining the
Most Qualified Proposers, the City will give due consideration to each Qualified Proposer’s pricing for the Services for the Project, as well as the Qualified Proposer’s (i) experience with services and work of similar size and scope as the Services required for the Project, (ii) organizational and team structure for the Services for the Project, (iii) past performance data, including, but not limited to, adherence to project schedules and project budgets and the number of change orders for projects, (iv) the approach to the
Services required for the Project, and (v) documented contract oversight capabilities. Proposers are encouraged to include in their Submission in response to the RFQ, documentation that provides examples of their work on prior projects having a similar character and image as that desired for this Project by the
City and District.

The interview process will afford each of the Most Qualified Proposers the opportunity to provide a presentation to the City’s interviewers as part of the interview of each such Proposer. The City’s Purchasing Officer will provide to each Most Qualified Proposer the name(s) of the persons who will conduct the interview, and the date by which each of the Most Qualified Proposers must submit an affidavit disclosing any relationship(s) with the interviewer(s), or, confirming that it has no relationship(s) with the interviewer(s). The names of interviewers will be released solely to enable the Most Qualified Proposers to prepare the affidavit, and neither the Most Qualified Proposers nor their representatives shall directly or indirectly contact the interviewer(s) prior to or following the interview process. Key members of each
Most Qualified Proposers’ proposed Project team for the Services are expected to participate in the interview and Submission discussion with the interviewers, including their proposed Project team members who would likely be interfacing with the City, SBC, District, and Meriden Board of Education representatives, throughout the duration of the remainder of the RFQ and RFP process, and if selected by the City, during the Project.
In the review of Submissions in response to this RFQ/RFP and selection of the firm to be awarded a contract for the Services as the OPM for the Project, the City will be guided by the selection of the Most
Responsible Qualified Proposer that would best serve the interests of the City and District, and deemed best to provide the Services desired, taking into account cost and the requirements, terms and conditions contained in this RFQ/RFP. Any Submission in response to this RFQ/RFP shall constitute a declaration by the submitting Proposer that no person or persons, other than members of
Proposer’s own organization or subconsultants proposed by the Proposer to be part of its Project team if awarded the contract for the Services, have an interest in the Project or in the contract proposed to be awarded through this RFQ/RFP procurement process; that the Submission is made without any connection with any other person or persons making a proposal for the same services and is in all respects fair and without collusion or fraud; that no persons acting for or employed by the City, SBC, District, or
