The City of Evanston, Illinois is requesting bids on a turn-key replacement of two Liebert Computer Room Air Conditioning (CRAC) units and two roof-mounted condensers at the Service Centers Computer Room located at 2020 Asbury Avenue, with bids due September 15, 2026 at 2:00 p.m. Attendance at one of two mandatory pre-bid meetings is required to submit a bid; the second meeting was held August 27, 2026.
The project is subject to Evanston Ordinance 1-O-26, the Responsible Bidder Ordinance, which applies to all public works contracts exceeding $25,000. All bidders and subcontractors must submit documentation of relevant experience on projects of similar size and scope within the past five years, complete past performance records for public works projects completed in the prior three years, and professional or trade licensure documentation.
Evanston Business Enterprise (EBE) and Nearby Business Enterprise (NBE) participation preferences apply: EBEs meeting eligibility criteria receive preference if their bid does not exceed the lowest responsive bid by more than 5 percent, and NBEs receive preference if their bid does not exceed the lowest responsive bid by more than 3 percent. Bidders must submit certifications regarding compliance with federal Davis-Bacon Act requirements, employee classification, Illinois Department of Labor registrations, and disclosure of any tax liens, suspensions, or violations. Substantial Completion is due July 9, 2027; Final Completion is due September 10, 2027. Addendum No. 1, issued August 17, 2026, extended the bid due date from September 1 and deleted the Project Labor Agreement Notice requirement.
