Eligibility requires an anti-human trafficking affidavit under Florida Statutes Section 787.06, debarment and suspension attestations, and a foreign countries of concern certification. A Proposer Information Form naming a principal registered with the Florida Department of State and a project manager is a prerequisite for bid consideration. Insurance requires $2,000,000 aggregate general liability, $1,000,000 auto liability, and workers' compensation at $100,000 per incident, with the City named as additional insured. The contract requires E-Verify compliance.

The contract is a five-year term with renewal options in two-year increments by mutual agreement. Ten evaluation criteria each carry a maximum of 50 points, including experience with like-sized Florida governments, holding times and preservation documentation, competitive and reasonable costs, dedicated project managers, cloud-based e-database capabilities, business solvency over the past five years, and acceptable proficiency testing results. The evaluation committee meets December 9, 2026, and City Commission award approval is scheduled for January 5, 2027.
