About this opportunity
The City of Minneapolis, Department of Neighborhood and Community Relations (NCR), is requesting proposals for auditing services covering approximately 70 neighborhood organizations with proposals due September 29, 2026 at 2:00 PM (Minneapolis Time) and a pre-proposal virtual conference on September 14 at 10:30 AM.
The scope includes audits, compilations organized into GAAP-formatted statements, agreed-upon procedures (AUP) reviews examining public disclosure, governance, and financial management practices, and financial reviews assessing consistency with accounting standards and audit readiness. The selected firm will deliver services across all service types as needed for the portfolio of organizations.
The contract term is three years (January 1, 2027 through December 31, 2029) with options to extend on an annual basis for two additional years, not to exceed five years total. The City reserves the right to terminate without cause upon 30 days' written notice.
Evaluation is weighted as follows: Agency Overview (25 points), Personnel Listing (25 points), and Cost/Fees per Service (50 points), totaling 100 points. Cost drives half the scoring decision. Pricing must be clearly itemized to reflect all audit phases including planning, fieldwork, testing, and reporting activities.
The contract is subject to City of Minneapolis Terms and Conditions for Professional Services Contracts Over $175,000, requiring compliance with federal and state civil rights statutes, equal opportunity and non-discrimination requirements, and Small & Underutilized Business Program (SUBP) compliance. Professional liability insurance of $2,000,000 is required. Data practices compliance under Minnesota Statutes Chapter 13 and living wage ordinance requirements apply. All work product becomes the City's property upon completion and payment.
Questions are due September 16, 2026, with responses posted by September 21. Consultant selection is anticipated October 16, 2026. Submissions are through the eSupplier Portal; late proposals are not accepted.
