About this opportunity
The State of Utah Division of Purchasing is requesting bids for wildlife habitat improvement services at the Willow Creek Wildlife Management Area under IFB NC27-102, with bids due September 10, 2026. The project spans approximately 260 acres in Uintah and Grand County and must be completed by November 15, 2022, with no extensions permitted due to wildlife use timing stipulations.
The scope includes mechanical tamarisk removal using cut-stump treatment on approximately 15 acres of high-density mature tamarisk and 250 acres of maintenance treatment, plus installation of Low Tech Process Based Restoration (LTPBR) structures including Beaver Dam Analogues and in-stream structures. Tamarisk removal is anticipated to commence in fall 2026, with LTPBR structure installation scheduled for spring 2027, subject to fire restrictions and permitting approval. The contractor must furnish a minimum five-person crew with full equipment, supervision, transportation, safety gear, camping supplies, and herbicide application services. Bidders must demonstrate a minimum of one year of experience in tamarisk removal or lop and scatter treatments and provide at least two references (preferably three) documenting prior project performance.
Approximately $172,500 is available for this project. Bidders must submit per-acre pricing extended to total acreage measured using GIS technology; the total price must include all labor, equipment, materials, and mobilization costs with no fuel surcharges permitted. Vendors must guarantee pricing for the entirety of the project. Payment will be made as one lump-sum final payment following final inspection, with partial payments available only at the State's discretion and with prior written approval. The contract will be awarded to the lowest responsive and responsible bidder. Subcontractor use requires written Project Manager approval; subcontractors who previously declined or defaulted on this project are ineligible. The contractor bears sole responsibility for equipment protection, site cleanup, restoration of damaged access roads, and compliance with all state and federal environmental, cultural resource, and fire prevention requirements. Vendors must maintain workers' compensation insurance, commercial general liability insurance of not less than $1 million per occurrence and $3 million aggregate, and commercial automobile liability insurance of $1 million combined single limit if vehicles are used.
