NCEM intends to make multiple awards to ensure adequate resources for disaster response and reserves the right to award to single or multiple vendors or cancel the IFB entirely.

Vendors may bid on one or more commodity lines: self-sustaining and non-self-sustaining mobile showers, ADA-compliant mobile showers (both types), self-sustaining and non-self-sustaining mobile restrooms, ADA-compliant mobile restrooms (both types), self-sustaining and non-self-sustaining laundry operations, and ablution equipment. Vendors unable to supply more than one commodity may still propose without affecting evaluation or eligibility. Vendors must maintain 24/7 emergency contact capability and personnel availability after hours, weekends, and holidays; provide living accommodations and meals for personnel; maintain potable water certification; manage gray and black water removal; and provide power generation and propane. No alcoholic beverages or controlled substances are permitted at designated sites. Vendors may be subject to background checks at vendor expense.

Vendors must be registered with the North Carolina Secretary of State prior to award and complete registration within ten business days of award notification. Bid pricing must constitute total cost to the state, including all handling, transportation, and administrative charges. Vendors must demonstrate financial stability via Certification of Financial Condition and provide at least three customer references for similar services. Written questions are due August 6, 2026 at 5:00 PM ET, with state responses due August 14. The resulting contract has a three-year term from final execution. No minimum orders are guaranteed; the state retains the right to use state emergency response team agencies first and may issue emergency purchase orders to non-contracted vendors if necessary.

Opportunity text
