About this file
This is Addendum Number 1 to an Invitation for Bid (IFB) issued by the North Carolina Department of Public Safety (NCDPS) through the Purchasing and Logistics division for Emergency Support Trailers under Bid Number 19-IFB-2243027686-PTW. The addendum addresses vendor questions regarding NCEM Logistic Support Trailers and clarifies key specifications and award criteria. The State intends to award contracts to multiple vendors from a pool of qualified suppliers, with activation determined on an incident-specific basis at the time of need. Written questions were due August 6, 2026, with the addendum issued August 10, 2026, and bid opening scheduled for August 21, 2026. The resulting contract will have a three-year term, with no guaranteed minimum orders.
Bid award will be based on responsive bids offering the lowest price that meets specifications, with multiple vendors potentially receiving contracts. The State declined to convert the IFB to an Requests for Proposal (RFP) format with technical evaluation scoring. Key specifications clarified include: ADA-compliant restroom and shower trailers may have fewer than four stalls or shower heads if that represents industry maximum capacity; water, wastewater, and fuel costs are included in all-inclusive pricing; no annual Consumer Price Index increases are permitted, though pricing amendments may be considered during industry-wide events; background checks for vendor personnel are only conducted if requested by the State and must be completed before personnel arrive on-site; and the vendor is responsible for certifying potable water prior to delivery. No surcharges are permitted for fuel cost fluctuations, and temporary waiting areas may be open-air structures without enclosure.

1 Does the State have existing contracts in place for these services? (a) If so, could you provide the names of the Contractor(s)? (b) When was the last event that impacted the State which required activation and performance by the Contractor(s)?
This information is available through a public records request.
2 Page 8. Section 3.1 Method of Award. This paragraph indicates the State's intention to award a contract to multiple vendors. Will the contracts be categorized by order of intended activation (e.g. Primary, Secondary, Tertiary) or will there just be a pool of qualified vendors?
No. A pool of qualified vendors
3 Page 8. Section 3.1 Method of Award. If there is a pool of qualified vendors, what method will the State use to determine which contractor or contractors to activate first?
Determination will be incident specific and at the time of need.
4 Page 8. Section 3.1 Method of Award. Please confirm the only criteria for contract award(s) will be based on the responsive bid(s) offering the lowest price that meets the specifications provided herein….etc.
Method of award will be based on responsive bids, and multiple vendors maybe awarded a contract.
5 Given the complexity and urgency of disaster response operations, where contractor experience, mobilization capability, regulatory compliance, FEMA knowledge, financial stability, and operational performance are critical to a successful operation, would the State consider changing this document from an IFB to an RFP and allocating points to technical evaluation factors? This approach would better align the evaluation with a best-value procurement methodology while still maintaining meaningful price competition. Overemphasizing price may increase the likelihood of awarding a contract to a respondent whose proposed pricing is not supported by the resources, experience, or operational capacity necessary to successfully perform.
Not at this time.
6 Attachment A. Pricing Form. Would the State like any supplemental pricing relating to disaster response services that is not a line item on the State's Pricing Form?
No
7 Will annual increases be permitted in accordance with U.S. Department of Labor, Consumer Price Index?
No, however during an event that has industry wide effects on Vendors ability to perform effectively, the State may consider renegotiating a pricing Amendment
