Bidders must submit a lump sum price for each contract year covering all labor, materials, equipment, and disposal costs; additional collections beyond scope are compensated on a time and materials basis at prevailing wage rates. The contractor bears all tipping fees exceeding a monthly tonnage cap of 71.77 tons.

The initial contract term is one year with four optional one-year renewal periods, commencing November 1, 2026. Free On Board Destination delivery terms apply with Net 30 Days payment.

Bonding and insurance requirements include a bid bond of five percent of the bid amount, Performance and Labor and Material Bonds equal to 100 percent of contract value, workers' compensation, general liability with $1 million minimum, automobile liability of $1 million, and umbrella coverage of $2 million. The contractor must comply with prevailing wage requirements and Section 3 HUD employment provisions. Minority and female hiring goals of 20 percent and 10 percent respectively apply. The Authority encourages participation from Small, Minority, Women Business Enterprises and Disabled-owned businesses. Award goes to the lowest responsible bidder whose bid is most advantageous considering price and other factors.
