About this opportunity
The City of Scranton's Office of Business Administration is seeking a Professional Design Consultant to conduct a comprehensive Nay Aug Park Pool Complex Feasibility Study Update and Pool Complex Construction Design project. The procurement is a two-phase initiative targeting the development of a new pool complex in Lackawanna County, Pennsylvania. The first phase requires updating the April 2021 pool complex feasibility report, which includes conducting public participation, analyzing community needs, and developing preliminary designs for a 12,375 square foot facility featuring zero-entry recreational and lap swimming areas, a 5,000 square foot spray pad, bathhouse improvements, and support structures. Proposals must be submitted electronically through the City's e-Procurement Portal by June 27, 2023, at 10:00 am, with all technical questions and clarification requests due by June 22, 2023, at 2:00 pm. The selected consultant will be responsible for comprehensive market analysis, demographic research, financial projections, design considerations emphasizing accessibility and green design, and developing detailed construction documents with cost estimates and permit acquisition support. Evaluation will likely focus on the consultant's technical expertise, proposed approach, understanding of project requirements, and ability to meet the anticipated 11-month project timeline.
While no specific set-aside designations or enterprise restrictions were explicitly mentioned in the documentation, the RFP requires all proposing firms to submit a certificate of insurance, signed affirmative action, non-segregated facilities, non-collusion affidavits, and contractor disclosures. Proposing organizations must register on the City's e-Procurement Portal to access full solicitation details and receive addenda notifications. The project will be funded through local government resources, with an expectation that the consultant will help identify and secure additional funding mechanisms, potentially including general fund support, capital campaigns, charitable contributions, facility-generated revenue, and potential partnerships. Financial analysis should project operating costs and revenue streams for five years. Although a specific budget range was not disclosed, the comprehensive nature of the feasibility study and construction design suggests a substantial investment in reimagining the Nay Aug Park Pool Complex. Interested firms must carefully follow the portal's submission guidelines, with failure to properly register and follow the project potentially resulting in disqualification.
