About this file
This is a Request for Proposal (RFP) issued by the City of Scranton's Office of Business Administration for a comprehensive Nay Aug Park Pool Complex Feasibility Study Update and Pool Complex Construction Design project. The RFP seeks a qualified Professional Design Consultant to conduct a two-phase project, with Phase 1 focusing on a detailed feasibility study and Phase 2 involving construction design. The initial study must update the April 2021 pool complex feasibility report, engage public participation, analyze community needs, and develop preliminary designs for a pool complex approximately 12,375 square feet with zero-entry recreational and lap swimming areas, a 5,000 square foot spray pad, bathhouse improvements, and support structures. The proposal submission deadline is June 27, 2023, at 10:00 am, with all documents to be submitted electronically through the City's e-Procurement Portal.
The project requires a comprehensive approach, including market analysis, demographic research, financial projections, and design considerations with an emphasis on accessibility, green design, and community engagement. The consultant must provide a detailed cost estimate, develop construction documents, obtain necessary permits, and potentially assist with grant applications. Financial analysis should project operating costs, revenue streams, and potential funding sources for five years, including options like general fund support, capital campaigns, charitable contributions, facility-generated revenue, and potential partnerships. The project is funded through local government resources, with the expectation that the selected consultant will help identify and secure additional funding mechanisms. The total project is anticipated to be completed in approximately 11 months, with Phase 1 estimated at 4 months and Phase 2 at 7 months, contingent on city approval after the feasibility study.

7. SCOPE OF WORK
7.1. Nay Aug Park Pool Complex Feasibility Study Update and Pool Complex Construction
Design
A. PURPOSE, GOALS, AND OBJECTIVES
The City of Scranton is seeking proposals for a qualified Professional Design Consultant who will conduct a comprehensive Nay Aug Park Pool Complex Feasibility Study Update and Pool
Complex Construction Design, in accordance with PA DCNR Pool Complex Feasibility guidance. The lead consultant or consulting team must have documented expertise for study and construction of swimming pools and related amenities (bathhouse, concessions, parking, etc.). A professional with applied pool management experience must be part of the consultant team. The city requires that the Pool Feasibility Study and Pool Complex Construction Design be under seal of a licensed professional who is authorized by Pennsylvania law to seal such documents.
Depending on the aspect of the project, the professional could be a landscape architect, architect, or engineer.
Phase 1 – Study
The first phase of the project will include a thorough review of the Nay Aug Pool Complex
Feasibility Study of April 2021 and an update to data and estimates determined in the study. Beyond the technical engineering evaluation and any proposed physical improvement recommendations to the site, the consultant must engage the public and conduct a detailed users’ needs analysis. Lifestyles and aquatic recreation opportunities and trends have changed radically over the last twenty years with the advent of commercial water parks, wave pools, themed splashpads and elaborate spray structures. Examining current national trends, future industry projections, and assessing local needs and demographics will be key components of a successful project. The vendor will present the city with preliminary designs and cost estimates based on the study findings.
The city administration’s initial vision is a pool complex that has a pool of approximately 12, 375 square feet, with both zero-entry recreational swimming area and lap swimming area, a spray pad of approximately 5,000 square feet, improvements to the existing bath house, and a support structure/mechanical building. The pool will be a combination leisure pool and lap pool.
There is a potential that the city may determine a phased approach to constructing the pool complex may be in order, but design for pool, splash pad and amenities will be completed in this project. Anticipate Completion of Phase one in 4 months of contract execution.
Phase 2 - Construction
If the feasibility study findings and preliminary design drawings are approved by the city, the city will authorize the vendor to proceed on Phase 2 of the contract. Phase 2 will include production of construction designs, bid documents, construction oversight, project documents, and permitting with state and local agencies. Anticipate at least 50% completion of Phase Two in
7 months of contract execution.
PHASE 1 – STUDY PHASE
B. PUBLIC PARTICIPATON
The project shall begin with a meeting with city administration and city council members. Public participation is required throughout the planning process to help determine and prioritize community needs. Community involvement and engagement must prioritize diversity, equity, and inclusion to ensure feedback and recommendations that are comprehensive, appropriate, and accountable. A narrative should be produced with the participation data collected and must include a detailed summary of the public participation methods, results, and conclusions (i.e.
areas of consensus and/or contention); raw data should be included in the appendix.
1. At minimum, public participation must include:
*a.) Study Committee (5-9 people) – A representative and diverse study committee must be formed and meet with the planning consultant on a regular basis to provide guidance and review of the work. This committee will be formed by the city with guidance from the vendor.
*b). Public Meetings – At least four public meetings must be held and at least one must be with elected officials. The appropriate number and type of meetings will vary depending on the project scope and community needs.
