About this opportunity
The City of Monroe, located in Georgia, is seeking competitive bids for a natural gas main replacement project on Rowe Road. The procurement involves replacing approximately 8,500 feet of 4" steel pipe with 4" plastic pipe, including one 4"x4" and three 4"x2" plastic tie-ins, converting three long and five short side services, and removing four regulator stations and five farm-taps. Key project deliverables include pressure testing at 90 psi for 24 hours and potential installation of 120 feet of 8" casing. Bidders must submit detailed line-item pricing for installation work, including unit prices for pipe installation, tie-ins, service conversions, removals, and testing. The evaluation criteria will focus on the lowest responsive and responsible bid, with the City reserving the right to negotiate. Critical procurement dates include a January 15, 2025 deadline for written questions, answers to be provided by January 17, 2025, and bid submissions due by 2:00 pm on January 31, 2025. The contract award is scheduled for February 3, 2025, with a Notice to Proceed on February 4, 2025, and a construction timeline not to exceed 60 days.
The solicitation does not explicitly mention set-aside designations or restrictions for disadvantaged enterprises. Bidders must provide comprehensive documentation, including company information, three references from similar projects in Georgia, operator qualifications, and drug/alcohol testing plans. All materials will be provided by the City of Monroe, and no bid, performance, or payment bonds are required. Bidders must submit additional costs for rock removal and casing installation as per-foot costs, which should not be included in the total bid price. Specific technical requirements include using tracer wire for open-trenched sections, EF branch saddles for reg station tie-overs, and ensuring creek crossings are deep enough to prevent fracking. Bidders must have SRCS qualification and OQ records for all fusers working onsite. While a specific budget range is not disclosed, the detailed line-item bidding process suggests the City is seeking comprehensive and competitive pricing for the gas main replacement project.
