About this opportunity
The New Jersey Department of Transportation is requesting qualifications for a Design-Build contract to develop, design, install, operate, and maintain six Direct Current Fast Charger (DCFC) charging stations across Region North, with statements of qualifications due August 5, 2026. This is a two-phase best-value procurement; no more than three firms will be shortlisted to submit full proposals. Federal-aid and NEVI (National Electric Vehicle Infrastructure Formula Program) compliance requirements apply, including Buy America and Build America provisions.
Each of the six stations must deliver eight ports capable of 350 kW per port, with a minimum of four CCS1 connectors and four NACS ports fully compliant with NEVI's current guidance, final rules, and FHWA provisions. Stations are located within three development zones (A, B, C) covering Bergen, Warren, Hunterdon, Essex, Sussex, Somerset, Hudson, Morris, Middlesex, Union, and Passaic counties; one station is required in each zone, and three additional stations may be placed in any of the three zones. Suitable sites must be existing or planned DCFC stations currently providing less than 175 kW per port, environmentally ready for NEPA compliance, and capable of providing Site Host/Property Owner Certification. The Design-Builder must certify NEVI and departmental compliance at each site, then operate and maintain all stations for five years following construction completion.
The estimated project cost ranges from $10 million to $13 million on a lump-sum basis with periodic payments. Prequalification is mandatory: Construction Work Classification 5, 7, or 44 with minimum project rating of $10,000,001; Design prequalification at H-1 Level A and T-1 Level A. Surety letters demonstrating bonding capacity for proposal, performance, and payment bonds are required. Questions are due July 27, 2026. Shortlist announcement is August 20, 2026; proposals are due October 22, 2026; best-value selection occurs in November 2026 with anticipated award in December 2026. Shortlisted firms not selected will receive a proposal stipend. GFT Infrastructure, Inc. and HNTB Corporation are prohibited from participating due to conflicts of interest.
