About this opportunity

The City of Jacksonville, Florida is soliciting a single-source purchase order for NAPA Interface Implementation for IBM Maximo, with responses due August 11, 2026 — a sole-source procurement justified by specialized expertise and proprietary tools that only Maven Asset Management possesses.

The scope is a one-time conversion project to migrate the existing TPH (The Parts House) vendor interface within the City's IBM Maximo enterprise asset management system to support NAPA Auto Parts for the Fleet Management Division. The interface automatically imports material and parts usage onto Work Orders. Key deliverables include up to two coordination meetings with NAPA for file format guidance; Windows shell script updates to support sFTP file collection and archival with hourly scheduling; duplication and configuration of existing Tivoli integration components with NAPA-specific naming conventions; five end-to-end test cycles in non-production environment; production deployment; and up to 10 hours of on-call support during the week of go-live. All work is performed remotely. The City is responsible for provisioning the sFTP site, ensuring network connectivity, providing the test environment, conducting User Acceptance Testing, and approving scope changes via written change orders.

The contract is priced on a Time and Materials basis with a not-to-exceed amount of $16,030, comprised of project management, file format guidance and coordination, shell script updates, integration component configuration, testing and validation, production deployment, and go-live support at specified hourly rates (ranging from $185 to $195 per hour). Upon completion of this conversion project, the implementation will be supported as part of the City's annual IBM Maximo managed support services single source award to Maven Asset Management, Inc. Delivery location is 214 North Hogan Street, 9th Floor, Jacksonville, Florida 32202. Questions and inquiries should be directed to Carmella Spitler at CSpitler@coj.net.
