About this file

This is a Justification for Single Source (JSS) form submitted by the City of Jacksonville's Information Technologies Department, specifically the Technology Solutions Department (TSD), to the Finance & Administration Department's Procurement Division. The document requests approval for a single source award to Maven Asset Management, Inc. (dba IHCS, Inc.) for a one-time conversion project of the existing TPH (The Parts House) interface within the City's IBM Maximo enterprise asset management system. The project involves converting the interface to support a new vendor, NAPA Auto Parts, for the Fleet Management Division. The interface functionality automates the import of material and parts usage onto Work Orders. The request was submitted on July 22, 2026, with a total not-to-exceed award amount of $16,030.00. The conversion project will be supported as part of the annual IBM Maximo managed support services single source award upon completion.

Maven Asset Management, Inc. is justified as the sole source provider because the company originally developed the City's IBM Maximo automation processes and possesses specialized expertise and proprietary tools required to maintain and modify the system that are not available through alternative suppliers. Internet research conducted by David Klages, IT Contract Administrator, confirmed Maven's exclusive capability to provide the necessary proprietary tools and monitoring capabilities for the City's customized IBM Maximo workflow and integrations system. Maven submitted a sole source letter confirming that no other suppliers can provide the requested services. The requesting agency affirmed that no actual, potential, or perceived conflicts of interest exist with Maven Asset Management, Inc., consistent with Chapter 112, Florida Statutes.
