About this opportunity

The Commonwealth of Kentucky Finance and Administration Cabinet, procuring on behalf of the Tourism, Arts and Heritage Cabinet, is requesting bids for 5,000 rolls of 90-pound fiberglass mineral surface rolled roofing for the North American International Livestock Exposition, with bids due September 23, 2026 at 1:30 p.m. EST.

Kentucky resident bidders are eligible for reciprocal preference equal to the preference given by the bidder's home state, and Kentucky Correctional Industries receives a 20 percent preference of maximum available points. The scope consists of 90-pound fiberglass mineral surface rolled roofing, 36 inches wide and 36 feet in length, with weathering-grade asphalt coating on both sides of the fiberglass mat and ceramic mineral slate surface granules on top. Rolls will be packaged at 22 per pallet (42 inches by 48 inches); the 90-pound designation refers to manufacturer product designation rather than actual roll weight. Equal products meeting salient characteristics are acceptable, with brand acceptability determined during evaluation following bid opening. Partial deliveries across the October 26–30, 2026 window are acceptable; vendors have 30 days to provide replacement stock for rolls rejected due to transit damage before late penalties apply. A 1 percent per day penalty will be deducted from invoices for deliveries extending beyond October 30.

Pricing must be quoted firm and all-inclusive on an F.O.B. Destination Freight Prepaid basis, with all shipping charges included in the unit price and any applicable tariffs absorbed by the awarded vendor. The contract is a one-time purchase with an initial one-year term from award date and no renewal options. Award will employ best-value ranking: 95 points for price (lowest responsive bidder receives maximum points, others scored proportionally) and 5 points for delivery capability (bidders meeting the October 30 deadline receive full 5 points). Bidders must register in the Kentucky Vendor Self Service System and submit bids electronically only. All bids must include proof of Commercial General Liability Insurance of $1,000,000 per occurrence and $2,000,000 aggregate, Automobile Liability Insurance of $1,000,000 per occurrence if contractor-delivered, completed tax registration documentation, and required affidavits under Kentucky Revised Statutes 45A.110 and 45A.115. Delivery will occur at the Kentucky Fair & Exposition Center in Louisville. Vendor questions were due September 9, 2026; Commonwealth responses were issued September 15, 2026.
