About this file
This is an Addendum to the Request for Bids (RFB) issued by the Commonwealth of Kentucky for rolled roofing materials to be supplied to the Kentucky Fair & Exposition Center. The solicitation seeks 90 lb fiberglass mineral surface roll roofing in 36-inch width and 36-foot roll lengths, with an initial estimated requirement of 5,000 rolls. The contract has been clarified as a one-time purchase only, with delivery required between October 26-30, 2026. The addendum addresses vendor questions regarding product specifications, pallet configurations, and delivery requirements. Key clarifications include confirmation that the 90 lb designation refers to manufacturer product designation rather than actual roll weight, that 22 rolls per pallet (rather than the originally specified 25-30) will be accepted, and that the Kentucky Fair & Exposition Center will provide equipment and personnel for unloading. Partial deliveries across the designated delivery window are acceptable, with late penalties applying only to portions delivered after October 30, 2026. Vendors have 30 days to provide replacement stock for rolls rejected due to transit damage before late penalties are assessed.
Pricing must be submitted as a firm, all-inclusive F.O.B. Destination Freight Prepaid price per roll, with freight costs built into the quoted unit price. The Commonwealth clarified that this is a one-time purchase with no anticipated additional orders during the contract term, eliminating earlier concerns about short-notice reordering. Country of origin is not a determining factor in award decisions, though any applicable tariffs must be absorbed by the awarded vendor rather than passed to the agency. Equal products meeting salient characteristics are permitted, with brand acceptability determined during the evaluation phase following bid opening rather than through pre-award approval. The contract award will be issued following bid opening, with delivery to commence on October 26, 2026 and completion required by October 30, 2026, with a 1% per day late penalty assessed for deliveries extending beyond the deadline.

Attachment D Addendum No. 1
BIDDER SHALL CONFORM TO THE FOLLOWING CHANGES AS SAME SHALL
BECOME BINDING UPON THE CONTRACT TO BE ISSUED IN RESPONSE TO THIS
SOLICITATION.
Reason for change: To answer potential vendor questions and correct Attachment A RFB Solicitation Section 5 to the following: The contract established from this solicitation shall be for a one-time purchase only.
Vendor Questions Commonwealth Response
The solicitation specifies “90 lb fiberglass mineral surface only” and further specifies a 36-inch width and 36-foot roll length. Please clarify whether “90 lb” refers to the manufacturer’s product designation (e.g., a product commonly marketed as “90# Mineral Surface Roll Roofing”) or whether the State requires the actual physical weight of each 36" × 36' roll to be 90 pounds.
Weight of each roll is not required to be 90lbs. 36x36 is required.
Our research of currently manufactured fiberglass mineral-surfaced roll roofing products indicates that products commonly designated as “90# Fiberglass Mineral Surfaced Roll Roofing” may have an actual nominal roll weight of approximately 72 pounds while retaining the manufacturer’s “90#” product designation. Please confirm whether a manufacturer-designated “90# fiberglass mineral surfaced roll roofing” meeting the other stated specifications would satisfy this requirement, even if the actual nominal roll weight is less than 90 pounds.
Nominal weight is less than 90lb
The solicitation specifies a pallet size of 42 inches × 48 inches with 25-30 rolls per pallet. Please clarify whether the 25-30 rolls per pallet is an absolute requirement or an estimated/preferred pallet configuration.
If the requirement is mandatory, please identify whether the State requires the awarded vendor to reconfigure manufacturer-standard pallets to achieve 25-30 rolls per pallet, or whether a manufacturer-standard pallet configuration will be accepted provided the individual rolls meet all other specifications. A common manufacturer configuration is 22 rolls per pallet.
25-30 rolls per pallet is not mandatory. 22 rolls per pallet will be accepted.
Will the Kentucky Fair & Exposition Center provide equipment and personnel for unloading the pallets, or is the awarded vendor responsible for unloading?
Kentucky Fair & Expo Personnel will unload pallets with our equipment.
The solicitation identifies a one-year contract term, while also specifying an initial estimated requirement of 5,000 rolls with delivery scheduled for October 26-30, 2026.
Can the Commonwealth clarify whether the 5,000 roll requirement represents the anticipated total requirement for the contract, or whether additional purchase orders are anticipated during the one-year contract period? If additional orders are anticipated, can the Commonwealth provide an estimated quantity or expected ordering frequency?
Attachment A Section 5 has been corrected to show: The contract established from this solicitation shall be for a one-time purchase only.
Section 19 states that all listed quantities (e.g., 5,000 rolls) are estimates and not guaranteed, while Section 2 and Section 13 require full delivery within a strict 5 day window (October 26–30, 2026) under threat of a 1% per day late penalty.
Will the Commonwealth issue a firm, binding Delivery Order for the full required quantity at least 30 days prior to the October 26, 2026 delivery date to allow for manufacturing, procurement, and staging?
Attachment A Section 5 has been corrected to show: The contract established from this solicitation shall be for a one-time purchase only.
If the Commonwealth issues a Delivery Order with short notice or orders significantly less/more than the 5,000-roll estimate, will the state adjust the delivery timeline and exempt the vendor from daily liquidated penalty deductions caused by short-notice production lead times?
Attachment A Section 5 has been corrected to show: The contract established from this solicitation shall be for a one-time purchase only.
Section 13 states a 1% per day penalty for late delivery. If shipment is made in multiple loads, will the Commonwealth accept partial deliveries across the designated window (October 26-30, 2026), and will invoice deductions only apply to the specific portion of the order delivered after October 30, 2026?
yes
If a shipment is inspected upon arrival and any rolls are rejected due to transit damage, what is the mandatory window for the vendor to provide replacement stock before daily late penalties are assessed?
30 Days
Section 22 requires prices to be F.O.B.
Destination Freight Prepaid. If the freight costs must be built into the single unit price per roll; in the event the Commonwealth places additional orders later in the one-year term for significantly smaller quantities, how will shipping costs be handled if pallet/truckload minimums are not met?
Attachment A Section 5 has been corrected to show: The contract established from this solicitation shall be for a one-time purchase only. Pallet truck loads should be how they are sent by the distributor.
Section 8 permits bidders to oƯer 'equal' brands or specifications provided they meet the salient characteristics. To ensure our proposed manufacturer product is acceptable prior to bid submission, will the Commonwealth pre-approve equal product data sheets submitted during the question period, or will brand acceptability only be determined during the evaluation phase after bid opening?
Determined during the evaluation phase after bid opening.
"Delivery needs to start by October 26, 2026 and be completed on or before October 30, 2026." Could you please confirm whether this means the purchase order (PO) is expected to be issued around October 26, 2026, and the entire delivery must be completed within approximately five days (by October 30, 2026)?
No once the bids are opened the Award Contract will be sent to the awarded vendor. The order is not to start delivery until 10-26- 26 and must have it all delivered by 10-30-26
Please confirm whether overseas products are acceptable for this solicitation? If overseas products are allowed, would it be possible to complete the award process and issue the PO earlier, and allow a longer lead time for delivery?
The country of origin is not a determining factor in the award of this contract. All specifications are stated in the terms and conditions. Any tariƯs that are charged would have to be paid for by the awarded vendor and not the agency. Please note that the price submitted in the bid is the final delivered price.
