About this opportunity

Jacksonville Electric Authority is requesting bids on sixteen 60-inch rubber-lined butterfly valves, sixteen Limitorque actuators, sixteen Limitorque gearboxes, and associated fasteners, gaskets, and soft goods for the Northside Unit 3 condenser water system, with bids due July 21, 2026 at 12:00 p.m. EST via the JEA E-Procurement and Contract Management Portal.

Respondents must not appear on the State of Florida Convicted Vendor List, State of Florida Suspended Vendor List, or City of Jacksonville Disqualified Vendor List, and must not have had a JEA contract terminated for default within the past two years. Optional use of Jacksonville Small and Emerging Business (JSEB) certified firms is encouraged but not required. Award will be based on lowest responsive and responsible bid price.

The new valves will replace existing Henry Pratt Triton XR-70 valves and are critical for controlling condenser cooling water flow, facilitating reverse-flow backwashing, and preventing leakage that can result in pump reverse rotation. All valves must conform to AWWA Standard C504-06 with a ductile iron body fully lined with neoprene, EPDM, or approved elastomers rated for brackish water exposure. Face-to-face dimension is 15.00 inches ±0.06 inches. Valves must pair with Limitorque MXB20 electric actuators (3-phase, 60 Hz, 480 VAC) and WG751SDB gearboxes configured for a 105-second valve stroke time with 10 percent maximum deviation. Each valve includes a 5-year warranty against defects and lining failure, plus a minimum one-year contractor installation warranty. Vendor is responsible for safe shipment, storage, and handling with factory testing documentation (hydrostatic, leakage, and operational testing per AWWA C504-06), certified drawings, material certifications, and a detailed project schedule within two weeks of award.

Shipping is DDP (Delivered Duty Paid) destination with all freight and travel costs included in the bid price. JEA requires comprehensive insurance: workers' compensation, commercial general liability of $1 million per occurrence / $2 million aggregate, automobile liability of $1 million, and excess/umbrella liability of $1 million. Work is performed at the JEA Northside Generating Station in Jacksonville, Florida. Invoices must be submitted within sixty days of work completion; JEA payment is due within thirty calendar days of proper invoice receipt. JEA is exempt from Florida sales tax and federal excise tax.
