About this opportunity
Elizabeth City State University in North Carolina is requesting bids on musical instruments and related equipment to support the Music Degree Program under IFB 57-626, with bids due August 27, 2026 at 2:00 PM ET and public opening at 2:30 PM ET via Microsoft Teams. No pre-bid conference or site visit is scheduled.
The scope spans four instrument categories — brass (trombones, euphoniums, mellephones, trumpets, sousaphones, French horns, tubas, piccolo trumpets), woodwind (saxophones, piccolos, clarinets, oboes, bassoons, flutes), percussion (marching drums, drum sets, cymbals, hardware), and miscellaneous items (mouthpieces, repair kits, cases, keyboard equipment, audio mixing and amplification systems, cables) — with quantities and detailed specifications in Attachment A. Certain items carry "NO SUBSTITUTE" designations, including Conn-Selmer BBb Sousaphone and Ludwig marching drums; vendors may propose alternative brands and models for other items. All equipment must be newly manufactured with a minimum 12-month manufacturer's warranty covering parts, labor, freight, and technician travel at no additional cost.
Vendors must be manufacturers or authorized resellers with manufacturer authorization documentation provided upon request. Bid pricing is all-inclusive (shipping, delivery, handling, administrative fees, fuel surcharges) submitted on the Attachment A pricing form. Delivery is FOB Destination to Elizabeth City State University's Central Receiving location. Vendors must provide at least three customer references and identify other government contracts for the same or similar equipment models. The university reserves the right to order additional quantities on an as-needed basis throughout the contract period with no price increase.
The contract term is one year from final execution, anticipated for September 2026. Prices are firm for one year from the contract effective date. The procurement is partially funded through federal Title III grant funds and subject to Executive Order 80 sustainability requirements. Vendors must be registered in good standing with the North Carolina Electronic Vendor Portal and, upon award, provide North Carolina Secretary of State registration documentation within 10 business days or face disqualification. Written questions are due August 19, 2026, with university responses by August 21, 2026.
