About this opportunity
Franklin County, New York is requesting bids for turnkey installation of four 95-foot Musco monopole towers across four sites in the Towns of Fort Covington, Constable, and Westville as part of the Municipal Infrastructure Program Phase 3, a hybrid fiber optic/fixed-wireless broadband network project, with sealed bids due July 27, 2026 at 3:00 PM and questions due July 10, 2026 at 3:00 PM. No project budget ceiling is stated. No set-asides or preferences are indicated, and no identical or substantially similar contract has been awarded in the past five years.
The scope covers foundation work, pole erection, climbing hardware, grounding systems, and utility conduit stubouts at four designated locations (Burns-Holden, Stebbins, Trout River, and Little Briggs). Franklin County furnishes the Musco poles delivered to the County DPW yard in Malone; the contractor must unload, transport, and install poles at each site along with all other labor, materials, and equipment necessary for completion. Each pole supports Hudson Valley Wireless equipment including three Tarana G2-BN antennas, three 3-foot microwave dishes, three Aviat WTM 4000 units, fiber distribution boxes, and equipment cabinets mounted at elevations of 90, 10, 8.5, and 6 feet. Structural analysis confirms monopole and 9B precast concrete foundation (24-foot embedment, 14,000 pounds) capacity at 31.5 percent consumption under 106 mph ultimate wind loading per TIA-222-I-2023, IBC 2024, and ASCE 7-22. QA/QC requirements include anchor bolt torque within 5 percent of specification, pole plumb within 0.5 degrees from vertical, foundation alignment within 0.5 degrees orientation and 1 inch location, and ground resistance at or below 5 ohms.
All work must be completed within 120 days of receiving an approved Purchase Order. Pricing must be submitted on a unit-price basis for each of the four sites, remain firm for 45 days after opening, and include all transportation and delivery charges. Payment occurs upon completion of each pole installation with 10 percent retainage held until final approval. The contractor must be listed on Musco's approved vendor list and possess OSHA 30-Hour (supervisors), 10-Hour (field workers), and Comtrain Climber/Rescuer certifications; installer certifications may be submitted before Notice to Proceed if not available at bid time. The project is subject to New York State prevailing wage requirements under the Teledata classification, Davis-Bacon Act provisions, 2 CFR Part 200 compliance, and applicable OSHA, NEC, and NESC standards. Contractor must provide $1,000,000 per occurrence commercial general liability, $1,000,000 automobile liability, and statutory workers' compensation insurance with Franklin County and Empire State Development named as additional insureds. A one-year workmanship warranty is required following final acceptance. Addendum #1 clarified that bid bond is not required and that a separate RFB will be issued for equipment installation.
