About this file

This is an Addendum #1 to a Request for Bids (RFB# 26-0727-1) issued by Franklin County for the installation of Musco poles and related wireless and network infrastructure. The project involves the installation of four poles with associated underground conduits and foundations. The RFB addresses key project parameters including pole foundation specifications, utility coordination with National Grid, material delivery logistics, and site preparation requirements. Contractors are responsible for pole location layout, material transportation from the DPW in Malone to each site, and all work performed within the right of way. The geotechnical data extends to 9 feet depth despite a 24-foot foundation embedding requirement; Musco will provide updated foundation design if necessary. Each precast foundation weighs 14,000 pounds and requires heavy equipment for installation.

Critical bidding requirements have been clarified in this addendum. The bid bond requirement has been removed from the RFB, though performance and payment bonds are not discussed as being eliminated. Bidders do not need to be pre-certified Musco installers; Franklin County will work with Musco regarding vendor qualification. Installer certifications may be submitted before the Notice to Proceed if not available at bid time. The county will not cover transportation costs, provide in-field survey layout, install meter and disconnect mounts, or pay for Hudson Valley Wireless technical supervision. A separate RFB will be issued for equipment installation. The scope is limited to foundation, underground conduits, and pole installation only.

Franklin County MIP 3

MUSCO POLES AND RELATED WIRELESS AND NETWORK INFRASTRUCTURE

RFB# 26-0727-1 Addendum #1 Reponses to Questions

1. We are currently installing Musco poles, the install is in process, so they would likely not be able to sign off on us as an installer until August/September. Would it be acceptable for us to bid the Franklin work if we provided installer certification before

NTP?

Response: Submit a bid to Franklin County with your timelines of availability.

2. A. On the original request for this project there was a bid bond and performance bond requirement in the RFB document. I cannot find the same requirement in the current documents. Are you able to confirm if a bid bond and/or performance bond will be required, and if so, what percentage?

B. I’m not seeing anything about bid or P&P bonds anywhere - could you confirm they are not required?

Response: Bid bond was removed from this RFB.

3. We would love to participate in this RFP, but we have not received any traction from Musco lighting on becoming a qualified vendor. Can you confirm if this is in fact a requirement? We have civil and RF teams as well as trusted partners on staff able to complete this SOW competitively but are hesitant to finalize pricing without the above confirmation.

Response: Submit your bid to Franklin County RFB, we will work with Musco.

4. Has a utility design with National Grid been created for each site? We will need to know which existing utility pole we are running the electric and telco to.

Response: NGRID designs on all four poles are in process and pole locations will be provided to the winning bidder.

5. Will there be mounts on the pole to mount the proposed meter and disconnect?

Response: We will not have mounts on the pole but we do provide 2” pipe couplings for entry in and out of the pole. You will be able to strap the meter and disconnect to the pole at the elevations shown on the drawing.

6. Can you verify the weight of the pre-cast foundation provided?

Response: 14k lbs. you will want a heavy Lull or forklift, below are the weights.

7. Each pole foundation is to be embedded 24’ however the geotechnical data provided only goes to a depth of 9’. Please advise as to what we should assume for the remaining 15’.

Response: Musco will provide updated foundation design if necessary.

8. Will the county be financially responsible for transportation of the precast foundation to each site?

Response: No. The poles hardware and foundations will be delivered to the DPW in

Malone, contractor is responsible for unloading at the DPW and bringing all the materials to each site.

9. Will we be allowed to build a stone access drive or working pad for crane / concrete vendors vs. traffic control throughout the entirety of the project?

Response: All work is to be performed in Right Of Way.

10. Will the county be providing an in-field survey to lay out the center of proposed tower?

Response: Include layout for pole location in your bid.

11. Is the awarded GC responsible for covering any fees for Hudson Valley Wireless technical supervision Response: No. This RFB is for the foundation, underground conduits, and Musco pole installation, a separate RFB will be sent out for the equipment installation.
