About this opportunity

The Town of Glastonbury, Connecticut is requesting proposals for municipal solid waste and recycling services from qualified firms to operate one or more permitted facilities within close proximity to Glastonbury's geographic boundaries, with proposals due October 28, 2026 at 11:00 a.m. through the Bonfire Hub portal.

Respondents may propose a single integrated facility or separate facilities for waste and recyclables; all proposals must include viable contingency plans with backup facilities. The scope covers municipal solid waste, single-stream recyclables, corrugated cardboard, satellite container recycling, non-processible materials, and weekly food waste transportation to Quantum Biopower in Southington, Connecticut. Acceptance facilities must operate Monday through Saturday, 7:00 a.m. to 4:00 p.m., with a maximum waiting/tipping time of thirty minutes per truck and calibrated truck scales for weight recording.

Historical tonnage data indicates approximately 1,300 tons of MSW annually, 400 tons of single-stream recyclables, 280 tons of corrugated cardboard, and 256 tons of non-processible materials, with food waste volumes of 44.66 tons in fiscal 2026. Respondents must submit separate pricing proposals for each service category, with distinct rates for materials transported by the Town versus materials transported by the vendor, covering all five contract years.

The contract commences July 1, 2027, following termination of the Town's existing contract. The initial term is three years (July 1, 2027, through June 30, 2030), with two optional one-year renewal periods contingent upon mutual agreement. Evaluation criteria include technical understanding, relevant experience with similarly-sized municipalities, proposed fees, geographic proximity, responsiveness to RFP requirements, and implementation schedule. Respondents must provide three references, demonstrate appropriate licenses or certifications, carry comprehensive insurance including general liability ($1,000,000 per occurrence), pollution liability ($1,000,000), and workers' compensation coverage, and comply with the Town of Glastonbury's Code of Ethics. A Zoom meeting will be held at the proposal due date and time to announce respondent names publicly.
