About this opportunity
The Metropolitan Transit Authority of Harris County, Texas (METRO) is requesting technical proposals for multiple trades services including electrical, plumbing, painting, HVAC, gates and doors, paving, landscaping, and flooring work under RFTP 2026000020, with a two-step procurement process and technical proposals due September 10, 2026 at 2:00 p.m. CST. A pre-submittal briefing is scheduled for August 18, 2026 at 10:00 a.m. or p.m. CST via Microsoft Teams.
Step 1 requires non-priced technical proposals submitted electronically through METRO's Bonfire platform and in hardcopy to the METRO Procurement Office at 1900 Main Street, Houston, Texas 77002. Qualified firms advance to Step 2 competitive bidding on firm fixed hourly rate terms. No specific small business participation goal applies at the prime level; however, METRO will review work authorizations exceeding $100,000 individually to determine if small business participation goals will be assigned on those authorizations. Proposers failing to commit to any assigned goal on applicable work authorizations will be deemed non-responsive.
All proposers must self-perform a minimum of 30 percent of contract value and cannot self-perform 100 percent. Technical evaluation criteria include organizational structure and qualifications, minimum five years of verifiable experience in relevant trades, current master-level licensing, quality assurance and control capabilities, subcontractor management systems, and insurance and bonding capacity of at least $250,000.
The resulting contract spans three years with two one-year option periods. Performance and payment bonds are required if contract amount exceeds $100,000 and $25,000 respectively, both at 100 percent of contract value. Comprehensive insurance coverage including general liability and workers' compensation is required. The contract is federally funded and subject to Davis-Bacon wage rates and Federal Transit Administration requirements. Anticipated contract execution is October 28, 2026, with an estimated work start date of November 3, 2026.
