About this opportunity
The City of Chino, California is requesting bids for demolition and installation of new roofing systems at three municipal facilities under IFB 2026-0025, with electronic bids due November 12, 2026 at 2:00 p.m. via PlanetBids and a mandatory pre-bid meeting at all three sites on October 22 at 10:00 a.m. The bidder must be an authorized and approved installer of The Garland Company, Inc. roofing products at time of bid submission and must maintain that status throughout the contract — a non-waivable capability requirement.
Scope spans roof demolition, removal, substrate and flashing preparation, and installation of new roofing systems at City Hall (16,000 square feet low-slope and 5,000 square feet pitched roofing with existing tile removal and new metal seam roofing installation), the Former Chaffey College Facility (9,500 square feet low-slope), and the Former Massage Parlor Facility (2,000 square feet low-slope plus asbestos abatement). The contractor must furnish all labor, materials, equipment, and supervision to complete work in accordance with manufacturer requirements and all applicable codes. A $25,000 contingency allowance covers unforeseen repairs; unit prices are required for deck replacement (per square foot) and fascia board replacement (per linear foot) work exceeding the allowance.
Licensing and experience requirements include a valid California Class C-39 Roofing contractor's license, with Class C-43 Sheet Metal and C-22 Asbestos Abatement licenses as applicable; all must be maintained throughout the contract. The contractor must document three completed projects of similar size and scope. This is a prevailing wage public works project subject to California Labor Code and Department of Industrial Relations registration and compliance. Required bonds are 10% bid, 100% faithful performance, 100% labor and materials, and 10% warranty. A 9% DBE goal applies. Work begins January 11, 2027 with 60 working days to completion. Questions are due October 29 at 5:00 p.m. Bids remain valid for 120 working days after the due date.
