About this opportunity

The City of South Fulton General Services Department is soliciting proposals for multiple-award on-call construction services under an IDIQ contract structure, with proposals due November 13, 2026 at 2:00 p.m. Eastern Time via BidNet Direct. No set-asides or local-vendor preferences are identified in the solicitation.

The scope spans six service categories — Concrete Services, Landscaping and Grounds Improvements, Plumbing Services, Vertical Construction Services, Horizontal Construction Services, and Emergency Response Services — for repair, maintenance, renovation, and improvement work on City-owned facilities, parks, grounds, and infrastructure assets on an as-required basis. Proposers must demonstrate a minimum of five years of relevant experience, completion of at least three similar projects within the previous five years, Georgia business authority, appropriate licenses and certifications, adequate staffing and equipment, and demonstrated safety performance.

Each Master Agreement carries an initial term of twelve months with four optional one-year renewals exercisable solely by the City. No minimum work or revenue is guaranteed. The guaranteed minimum value for each awarded contract is zero dollars, with a maximum aggregate value not to exceed amounts authorized by City Council as stated in individual executed contracts. Pricing must remain firm during the initial contract term and cover all labor, supervision, equipment, materials, permits, insurance, taxes, and incidentals unless specifically excluded and approved by the City.

Evaluation weights qualifications and relevant experience (25 points), municipal and public sector experience (15 points), staffing capacity and safety (25 points), technical approach and task order management (15 points), and evaluated price (20 points). Proposers must achieve a minimum technical score of 48 out of 80 points to advance to price evaluation and an average rating of at least three out of five in both Qualifications and Staffing/Capacity/Safety categories. A non-mandatory pre-proposal conference is scheduled for October 9, 2026 at 2:00 p.m. Eastern Time via Microsoft Teams. Questions are due October 14, 2026 by 3:00 p.m. Eastern Time, with responses posted as addenda by October 20, 2026. The City reserves the right to award multiple contractors within each category, reject all proposals, conduct interviews, request best and final offers, and cancel the solicitation.
