About this opportunity

The Maryland School for the Blind (MSB) has issued a Request for Qualifications and Proposal (RFP) for the design and installation of a new pad-mounted 80 kilowatt diesel generator system at Bledsoe Cottages. The procurement is being conducted through competitive sealed bidding under the Code of Maryland Regulations (COMAR) 14.39.03.07, with award to the lowest qualified bidder. The scope of work includes installation of a 277/480-volt diesel generator with sound-attenuated housing, a 24-hour fuel tank, a new concrete pad constructed to engineering specifications, and all associated systems, wiring, and accessories. Responding contractors must demonstrate a minimum of five years of relevant experience, provide evidence of at least three completed comparable projects, and designate an on-site supervisor with five years of relevant industry experience. Mandatory pre-proposal site tours are scheduled for May 12 at 3:00 p.m. and May 14 at 10:00 a.m., with attendance at one tour required for bid eligibility. Questions must be submitted by May 20 at 12:00 p.m., with written responses provided by May 27 at 12:00 p.m. Proposals are due on June 9 by 5:00 p.m., with award notification issued June 10 by 5:00 p.m. Construction must commence July 31, 2026, and be completed by August 28, 2026, during the summer break when no students are on campus.

The project is not subject to prevailing wage requirements as the anticipated cost is less than $250,000. Payment and Performance Bonds are required only if the bid exceeds $100,000; bids under $100,000 require contractors to enter zero for bond cost. All permits are paid for by MSB as reimbursable expenses, and MSB provides tax-exempt status. The contract aligns with the State of Maryland's goals for Minority, Women, Veteran, and Disadvantaged Business Enterprises, though no specific subgoals have been established; contractors must provide a Small Business Reserve number with their bids. Required insurance coverage includes Commercial General Liability of $1,000,000 per occurrence with $2,000,000 aggregate, Automobile Liability of $1,000,000 combined single limit, and Workers' Compensation of $1,000,000 per incident. Payment will be issued in three installments: 33 percent upon materials purchase, 33 percent at 50 percent completion, and 34 percent upon final completion with closeout documentation. Liquidated damages of $500 per weekday will be assessed for any work extending beyond August 28, 2026.
