About this file
This is a Request for Qualifications and Proposal (RFP) issued by the Maryland School for the Blind (MSB), a private statewide school serving all twenty-four Maryland counties. The project involves the design and installation of a new pad-mounted 80 kW 277/480V diesel generator with sound-attenuated housing, a 24-hour fuel tank, and associated systems and accessories for the Bledsoe Cottages building. The generator will be installed on a new concrete pad constructed to specified engineering standards. Pre-proposal site tours are scheduled for May 12 at 3:00 p.m. and May 14 at 10:00 a.m., with attendance at one tour required for bid submission. The deadline for submitting questions is May 20 at 12:00 p.m., with written responses due May 27 at 12:00 p.m. Proposals are due June 9 by 5:00 p.m., and award notification will be issued June 10 by 5:00 p.m. Construction is scheduled to begin July 31, 2026, and must be completed by August 28, 2026, when no students are on campus. The contract is awarded to the lowest qualified bidder under the Competitive Sealed Bidding process outlined in the Code of Maryland Regulations (COMAR) 14.39.03.07.
Responding contractors must meet minimum qualifications including five years of experience performing similar work, completion of at least three comparable projects, and staffing with an on-site supervisor possessing five years of relevant experience. The project is anticipated to cost less than $250,000, so prevailing wage requirements do not apply. Payment and Performance Bonds are required only if the bid exceeds $100,000; if the bid is less than $100,000, contractors enter zero for the bond cost. MSB will pay for work in three installments: 33 percent upon materials purchase, 33 percent at 50 percent completion, and 34 percent upon project completion with closeout documentation submitted. All permits are paid for by MSB as a reimbursable expense, and MSB provides tax-exempt status. The project adheres to the State of Maryland's goals for Minority, Women, Veteran, and Disadvantaged Business Enterprises, with no specific subgoals established. Contractors must provide a Small Business Reserve number with their bids in compliance with Maryland procurement guidelines. Required insurance includes Commercial General Liability with $1,000,000 per occurrence and $2,000,000 aggregate, Automobile Liability with $1,000,000 combined single limit, and Workers' Compensation with $1,000,000 per incident limit. Overview
Established in 1853, The Maryland School for the Blind (MSB) is a private, statewide school that serves all twenty-four Maryland Counties. The school provides educational opportunities for blind, low vision, autistic, and students with other disabilities from ages three to twenty-one. Located in Baltimore City, the ninety-five-acre campus contains twenty-seven buildings with a range of functions that include: academic, residential, administrative, athletic, health and medical, and facilities and grounds.
This Request for Proposal is for a New Pad Mounted Generator for the Bledsoe Cottages.
The terms Contractor, Vendor, and Offeror are used interchangeably in this document and are intended to carry the same meaning, which is: the company who will design and install the work. The term “provide” means furnish and install.
Project Specifics
1. This project will provide for the Bledsoe Cottage Building a concrete pad, a pad mounted 80 kW
277/480V diesel generator in a sound attenuated housing with a 24 hour fuel tank, and systems and accessories associated with the generator. The Contractor shall furnish and install all necessary components to make the renovated system operable.
a. Cut sheets for a basis of design product are included as appendices to this package.
Contractors may request substitutions during the question-and-answer period of the
New Pad Mounted Generator for Bledsoe Cottages 4
RFP. Contractors may additionally suggest accessory components and features that will bring value to the school. All substitutions and accessory suggestions will be vetted by the school during the Q&A period of the RFP. The school will publish accepted substitutions and accessories with the May 27 answers to questions. Bids that contain unapproved substitutions or accessory components may be rejected at the discretion of the school.
b. All new exterior wiring connections shall comply with 2020 National Electric Code as enforced by Baltimore City. Provide all wiring necessary to make the generator functional.
c. Provide one emergency stop and one remote annunciator.
d. Provide conduit and wire for battery charger, block heater, and start wiring back to electrical room. Make wall penetrations as needed.
e. Provide a generator pad as follows: 8” thick cast in place concrete reinforced with #4 rebar in a 12” x 12” grid pattern placed on 12” of crushed #3 gravel. The pad shall be not less than one foot larger than the generator on all sides. The Contractor is responsible for coordinating slab openings with the generator and equipment grounds. The edges of the pad shall be chamfered. The top of the pad shall be not less than 3” above finished grade. The edges of the pad shall turn down with the bottom of the pour not less than eighteen inches below finished grade. The reinforcing shall turn down into the pour. The turn down section shall contain one continuous #4 horizontal rebar at the midpoint of the turn down.
2. Work shall occur between July 31, 2026 and August 28, 2026 when no students are on campus.
Ideally, the work will be completed by August 21, prior to teachers reporting. Additionally, no students are on campus between June 15 and July 2, 2026. If the Contractor elects to, they may also use this period for preparation or installation. Facilities staff will be available to provide access to buildings.
3. A bid form is included as an appendix. Responding contractors must fill out the bid form. Bids submitted without bid forms will be rejected.
4. This is a design-build project. MSB’s contract for the work is attached to this document. If a
Contractor has an issue with any of the terms of the contract, this must be brought to the attention of
MSB during the bid questions phase. This is the only contract that will be used for the project.
5. The equipment shall be fully operational (turnkey) at the completion of the project.
6. The Contractor is responsible for all permits associated with the work.
7. The Contractor shall be responsible for hiring a private utility locator. The Contractor will be held responsible for damage to underground utilities caused by their work including any emergency fees associated with restoration.
8. The Contractor shall regrade, seed and straw all lawn areas cut or damaged during the work. Do not use netted materials, staples, or spikes. Mix topsoil into top 1” of soil at repaired areas to create a
50/50 blend of topsoil and excavated soil.
9. The Contractor shall conduct a training session for MSB Facilities staff at the completion of the work.
Additional Scope of Work
In addition to the work described above, upon award of Contract the Contractor shall:
1. Create a schedule to install the work.
2. Create a materials list for owner approval.
3. Meet with MSB to review the plan.
