About this opportunity

The Town of Smithfield, Virginia is requesting proposals for mowing services within the Town's rights of way and property under RFP, with proposals due September 18, 2026 at 4:00 p.m., and a mandatory pre-bid meeting on September 3, 2026 at 1:00 p.m. at the Department of Engineering and Public Works, 310 Institute Street.

The scope spans 20 identified mowing segments across town roads, parks, and facilities, with exact boundaries to be established at the pre-bid meeting. Services include seasonal grass cutting and maintenance from April through November on a bi-monthly basis, with weekly cutting required for designated parks and downtown areas. Work also encompasses grass shoulder trimming, curb edging, trash and debris removal, and spraying as needed on the Smithfield Lake Dam. Offerors must provide pricing by segment and submit separate invoices for bi-monthly and weekly mowing services, with contractor hourly rates for labor and equipment invoiced monthly.

All contractors must hold current Virginia business licenses and provide proof of required insurance coverage: general liability ($1,000,000), automobile liability ($1,000,000), workers' compensation, and errors and omissions ($1,000,000). Compliance with VDOT signage and work area protection requirements is mandatory.

The contract period is three years with the right to renew for an additional two years following performance review, aligning with the Town's fiscal year (July 1 through June 30), with purchase orders issued annually. The Town reserves the right to add, modify, or remove mowing segments and will request updated pricing accordingly.

Evaluation criteria include offeror experience with commercial or municipal mowing services, qualifications, past performance, cost, and references. The Town will use competitive negotiation methodology and may negotiate with multiple offerors. Questions must be submitted in writing to contract officer Lesley King by September 10, 2026 at 5:00 p.m.
