The work includes cutting and trimming grass shoulder areas, edging curbing, removing trash and debris, and spraying as needed on the Smithfield Lake Dam. The RFP encompasses 20 identified mowing segments across various town roads, parks, and facilities, with exact boundaries to be established during a mandatory pre-bid meeting scheduled for September 3, 2026, at 1:00 p.m. at the Department of Engineering and Public Works, 310 Institute St., Smithfield, Virginia. Proposals must be submitted electronically as PDF attachments to lking@smithfieldva.gov by September 18, 2026, at 4:00 p.m. (local time). All contractors must hold current Virginia business licenses, provide proof of required insurance coverage including general liability ($1,000,000), automobile liability ($1,000,000), workers' compensation, and errors and omissions ($1,000,000), and comply with VDOT signage and work area protection requirements. Evaluation will be based on offeror experience with commercial or municipal mowing services, qualifications, past performance, cost, and references, with the Town using competitive negotiation methodology and potentially negotiating with multiple offerors. The contract period aligns with the Town's fiscal year (July 1 through June 30), with purchase orders issued annually. No set-asides or incumbent information is specified, and the Town reserves the right to reject any or all proposals.
