About this opportunity
The Massachusetts Housing Finance Agency (MassHousing), in collaboration with the Executive Office of Housing and Livable Communities, is requesting qualifications from developers to participate in the Move-In Massachusetts homeownership production pilot program, with responses due September 11, 2026, and an information session on August 20.
The program targets moderate-income households earning 70–130% of area median income through the production and installation of manufactured or modular single-family homes across Massachusetts. MassHousing will initially commit $10 million to support production of 10 to 20 new homes. Qualified developers must demonstrate control of or a credible plan to obtain one or more suitable sites; projects featuring a minimum of five homes on the same or adjacent sites with infrastructure and site preparation costs under $50,000 per home receive greater consideration. Developer fees and overhead combined cannot exceed 10% of total development costs. Net proceeds from home sales after developer compensation return to the program for future projects. A portion of funding may be converted to grants to address appraisal gaps or deepen affordability for lower-income homebuyers, subject to agency approval.
Mandatory qualifications include organizational eligibility, good standing with state agencies, and complete submission of required information. Evaluation factors span development experience, overall approach, site control, site feasibility, municipal engagement, development schedule, and conceptual budget. Selection as a Qualified Developer does not guarantee funding but establishes eligibility to submit an RFP response for award consideration. MassHousing will disburse RFP Award funds as loans to qualified developers, with up to 90% available during construction and the remainder following final unit sale.
RFQ questions are due August 27, 2026. Qualified developers are anticipated to be selected by September 30, 2026, with the RFP to follow.
