About this opportunity
The Commonwealth of Kentucky, Department of Criminal Justice Training, is requesting proposals for three separate personal service contracts to provide Moot Court Attorney/Trainer Services, with proposals due October 14, 2026 at 3:00 p.m. EST and written questions due September 30, 2026 at 11:00 a.m. EST.
Mandatory qualifications include a Juris Doctorate from an ABA-accredited law school, a Kentucky law license, three years of sworn law enforcement experience or criminal court system experience, and Kentucky Law Enforcement Council (KLEC) instructor certification or a waiver obtained within sixty days of award. Contractors will conduct up to thirteen sessions per fiscal year at the Basic Training Academy, with class sizes ranging from fifteen to forty-two students. Each four-hour session requires review of student paperwork, cross-examination of testimony, and performance critiques focused on search and seizure, penal code, and criminal statutory law. Pricing proposals must include all travel, meals, lodging, and incidental expenses on a per-session basis.
The initial contract term runs November 9, 2026 through June 30, 2028, with the Commonwealth retaining the right to renew for up to two additional two-year periods. Evaluation combines a 500-point technical score (based on years of training experience, classroom instruction experience, trial experience in prosecution and criminal defense, and current KLEC certification), a 300-point cost score, and potential 200-point oral presentations for a total of 1,000 possible points. Commercial general liability insurance of $1 million per occurrence and $2 million aggregate, and professional liability insurance of $1 million per claim, are required. Proposals must be submitted electronically through the Kentucky Vendor Self Service System as three separate documents: Technical, Cost, and Proprietary sections.
