About this opportunity
The New Mexico General Services Department Purchasing Division, procuring on behalf of the New Mexico Department of Wildlife, is requesting bids on a four-year Price Agreement for monitoring and survey equipment under ITB 60-51600-26-05670, with sealed bids due July 17, 2026 at 2:00 p.m. and bid opening to occur online via Microsoft Teams immediately following.
The scope encompasses Global Positioning System (GPS) and Very High Frequency (VHF) collars, tags, transmitters, receivers, related accessories, and associated data fees for wildlife movement and survival monitoring. Line items span 16 categories across three volume tiers (0–24 units, 25–99 units, 100+ units), including VHF and GPS collars and tags, archival and data-storage tags, signal receivers, repair and refurbishment services, annual and monthly data fees per transmitter quantity, GPS location fees per transmitter, and Motus Wildlife Tracking System station components and data fees. Bidders must submit firm percentage discounts off the most current published prices; variable discount ranges render a bid non-responsive. Estimated quantities are provided for planning but do not establish purchase commitments. Prepaid freight is priced separately and excludes state and local taxes.
Multiple awards are anticipated to ensure availability and timely delivery. The Price Agreement is effective for four years from award with no extension options. Bidders must submit a valid W-9 form and maintain current registration in SAM.gov. The solicitation involves federal funds and triggers civil rights, nondiscrimination, and Workers' Compensation compliance requirements. If a contractor employs six or more New Mexico employees working an average of 20 or more hours weekly with an aggregate contract value exceeding $250,000, health insurance coverage is mandatory. Payment follows within 30 days of Department certification of acceptance, with 1.5% monthly late fees thereafter. The Department reserves the right to pursue enhanced remedies beyond equipment replacement cost when failures result in substantial deployment costs or loss of critical field seasons.
