About this opportunity

The State of Minnesota Department of Information Technology Services is requesting proposals to develop and enhance an accessibility exception workflow application through the Office of Accessibility, with proposals due October 1, 2026 at 2:00 p.m. Central Time and questions due September 23, 2026. Targeted group businesses, economically disadvantaged businesses, and veteran-owned businesses certified by the State are eligible for preference points equal to 12 percent of total points available.

The scope encompasses modification and enhancement of an existing Microsoft PowerApps/SharePoint-based workflow to add customizable email notifications, risk score integration, workflow closure capabilities, multi-author support, and improved accessibility compliance testing. The vendor must demonstrate extensive knowledge of the Microsoft M365 Office Suite (Power Platform, Power Apps, Power Automate, Power BI, and SharePoint), web application development using HTML and XML, and WCAG 2.1 standards. Deliverables include application enhancements, system maintenance and support, staff training and knowledge transfer, and process assessment with recommendations. All storage and processing of information must be performed within United States borders, including work by subcontractors. Responders must provide at least three links or samples demonstrating ability to develop accessible digital technology relevant to the services requested.

The anticipated contract term runs October 1, 2026 through September 30, 2028, with options to extend for up to an additional three years in increments determined by the State. Evaluation employs a two-tier methodology: Tier 1 scores Work Plan (200 points), Qualifications and Experience (300 points), Accessibility Questions (400 points), and Cost Detail (100 points) for 1,000 points plus up to 120 preference points. Only highest-scoring responders advance to Tier 2, which includes interview/demonstration (600 points), cost evaluation (400 points), and preference points (up to 120). Final selection is based on best value accumulated point totals. Submissions must be electronic through the SWIFT Supplier Portal only. The primary contact is Haylie Anne Janette Heil at haylie.heil@state.mn.us.
