About this opportunity

The Minnesota Department of Labor and Industry is requesting proposals to conduct comprehensive research and analysis on the 2024 model residential energy code and proposed Minnesota amendments to inform whether the commissioner should adopt all or part of the code for residential building construction, with proposals due July 17, 2026 at 4:00 p.m. Central Time.

Responders eligible for targeted group, economically disadvantaged business, or veteran-owned business certification will receive preference points equal to 12 percent of total available points under Minnesota's Small Business Procurement Program.

The scope requires six deliverables: a project workplan and practitioner engagement approach; consultation with residential construction and building science practitioners; impact analyses examining effects on indoor air quality, building durability, moisture management, enforcement, enforceability, cost-benefit, and municipality liability under Minn. Stat. 326B.118, with written updates at 25%, 50%, and 75% completion; recommendations on the model code and amendments; an executive summary of up to three pages; and a comprehensive final report. All work must be performed within the United States.

Evaluation occurs in three phases: Phase 1 assesses responsiveness and mandatory requirements on pass/fail; Phase 2 scores responses on methodology (300 points), qualifications and experience (200 points), project timeline (100 points), work samples (50 points), diversity, equity, and inclusion practices (50 points), and cost detail (300 points), for a total of 1,000 points plus up to 120 additional preference points. The State may award to a single or multiple responders based on best value, with selection anticipated by July 31, 2026.

The contract runs from September 2026 through February 2027. Cost proposals must identify total cost per deliverable and list all personnel with job titles and maximum hourly rates. Questions are due June 24, 2026, with responses posted by July 6, 2026. Proposals must remain open for acceptance for 180 days after the due date. Responses must be submitted through the SWIFT Supplier Portal; late submissions are rejected.
