About this opportunity

The Michigan Department of Transportation, Davison Transportation Service Center, is requesting proposals for cold milling and hot mix asphalt (HMA) resurfacing on M-71 in Shiawassee County under RFP 260000002304, with proposals due July 17, 2026 at 12:00 p.m. Eastern and questions due July 13, 2026. Bidders must be MDOT Prequalified Contractors in category Cb (Hot Mix Asphalt/Bituminous Paving) and registered with Michigan's Department of Labor and Economic Opportunity as State Project Contractors — the primary eligibility filter.

The work scope covers 1.5-inch cold milling and HMA resurfacing on M-71 from approximately 0.5 miles north and south of Shiawassee Street to 1 mile south of Dutcher Street in the City of Corunna. Deliverables include removal and disposal of existing bituminous asphalt, installation of finished-course HMA using 5EMLHS mix with PG-70-28P binder, drainage structure repairs and adjustments, traffic control in compliance with a detailed Special Provision for Maintaining Traffic that requires Type A Internal Traffic Control Plan approval before preconstruction, and permanent pavement markings. The contractor must perform at least 35% of contract work using its own organization.

The anticipated contract period runs from July 29, 2026, through September 30, 2026, with a work completion deadline of September 15, 2026. Prevailing wage requirements apply per Shiawassee County rates (Attachment A). The contractor must furnish performance and lien bonds each at 100% of total contract price. Pricing is firm for the contract duration. Liquidated damages range from $500 per day for contracts under $100,000 to $4,000 per day for contracts over $15 million, scaling by contract amount.

The State will award to the lowest-priced responsive and responsible bidder meeting all evaluation criteria, and reserves the right to consider QDV/SDVOB status, prior performance, economic impact, and total cost of ownership in its award decision. Answers to questions will be posted by 5:00 p.m. Eastern on July 14, 2026. The solicitation manager is Ruth Thole (517-335-4972; TholeR@michigan.gov).
